Salary: $55,000-58,000

Primary Purpose:

The Monitoring and Evaluation (M&E) Associate is responsible for supporting the CWS M&E framework as part of RWS Integration team. The M&E Associate promotes implementation of integration programs in accordance with donor guidelines with the ultimate goal of surpassing contractual requirements to foster successful refugee resettlement and integration in the U.S. The primary responsibility of the M&E Associate is to support the M&E team in ensuring accountability and effectiveness of programs through data collection and analysis to inform program design. This position supports the supervisor and monitoring team with organizing the monitoring schedule, reviewing written reports, compiling monitoring related data and assisting supervisor with analyzing available M&E data. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion. Domestic travel is required.

Essential Duties:

  • Maintain up-to-date self-education about resettlement and integration programs and develop specific expertise in the PC and MG Programs.
  • Support the M&E Senior Associate for Integration with maintaining and improving the overall framework for affiliate and headquarters M&E for the Matching Grant and Preferred Communities Programs in collaboration with supervisor and colleagues.
  • Support maintenance and adjustment of efficient and effective monitoring tools and protocols to assess compliance with federal contracts, promote best practices that exceed program requirements, identify trends and report on program progress.
  • Conduct desktop, on-site and ongoing monitoring of affiliates and sub-offices for compliance with resettlement and integration program requirements; test and improve upon monitoring instruments. Documents findings and makes recommendations for corrective actions in written reports.
  • Assist supervisor and other RWS stakeholders to define, implement, monitor, and analyze key performance indicators across RWS programs.
  • Support data analysis to identify and report on monitoring and program trends to inform training and programmatic activities.
  • Assist supervisor and monitors to ensure timely and high quality completion of reports.
  • As needed, assist in review of monitoring reports to ensure the integrity of data collected and monitors’ adherence to internal guidelines.
  • Keep abreast of developments in grant and program changes and progress in order to ensure up-to-date tools and strategies.
  • Inform programming with feedback collected from client beneficiaries.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • As needed, train headquarters monitors on use and implementation of M&E tools such as corrective action plans, work plans and desktop audits.
  • Assist in developing resource materials for affiliates to conduct self-monitoring and evaluation.
  • Support supervisor and RWS staff with preparation for headquarters monitoring by federal partners.
  • As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners and other stakeholders.
  • Perform other related duties and projects as requested.


Qualifications:

Experience:
  • Experience in a local resettlement affiliate or a national office of a resettlement agency necessary; local resettlement affiliate experience strongly preferred;
  • Experience with the development of monitoring and evaluation tools and protocols preferred;
  • Must be able to travel to affiliate sites and able to troubleshoot;
  • Excellent project and data management skills;
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities;
  • Ability to maintain a high performance standard with attention to detail;
  • Experience in general office work, processing information and materials and maintaining records and files.


Skills:
  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams;
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS;
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential;
  • Strong writing skills required.
  • Ability to work in a multi-cultural environment required.

Education & Certifications:
  • Bachelor’s degree or equivalent education and work experience.
  • Specialized training in monitoring and evaluation a plus.

Work Location:

This position is a remote role with some in-person responsibilities related to meetings or onsite technical assistance visits. Remote employees must be able to fulfil the following conditions:
  • Ability to maintain secure and appropriate personal work environment for day-to-day work
  • Access to strong and reliable internet access
  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
  • Regular work hours must span core business hours 10AM-4PM Eastern time
  • Close proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
Must use CWS provided equipment such as laptop and cell phone
