Overview / Responsibilities

Wood is currently recruiting for a Turnover Manager with extensive Oil & Gas/ LNG experience.

The position is located in Houston, TX.

PRIMARY FUNCTIONS: To protect the Owner's interest during completions, pre-comissioning, commissioning, Start-Up, and Initial Operations. Responsible to support and oversee the main EPCC Contrractot to prepare and execute the Turnover plan, according to the defined Commissioning sequence for the project.

KEY OBJECTIVES OF THE JOB:

Responsible for review and validation of the completion database used by the EPCC Contractor, approval of procedures related to the Turnover plan, coordination of Owner's stakeholders in the (1) oversight of the completions work process, (2) coordination with Construction Teams to manage pre-commissioning completions and punch list clearance, (3) execution of commissioning activities, (4) coordination with Start-Up and Operations to facilitate Start- Up Execution, and (5) support the transfer of care, custody, and control of the facility to Operations and Maintenance after substantial completions.

CRITICAL SAFETY RESPONSIBILITIES: Be responsible for understanding and executing Wood Commissioning Services Safety Policies and Procedures throughout all phases of the project. Personal safety awareness and team safety awareness are necessary.

RESPONSIBILITIES:

  • Review and validate all pre-commissioning and commissioning task sheets that will be uploaded by the EPCC contractor into the completion database, in conjunction with related Pre-Commissioning and Commissioning discipline leads.
  • Participate in the final review and approval of some contractor procedures such as the punch list management procedure, completion database implementation plan, turnover plan etc.
  • Monitor the adequate set-up and population of the completion database, especially in terms of planning information related to the commissioning sequence (RFC/RFSU dates by Sub-Systems). During execution phase, will act as the focal point for RFC and RFSU completion ( activities and dossiers) and will use the data to follow progress of pre-commissioning and commissioning activities.
  • Ensure appropriate management decision-making tools (derived from the completion database) are developed on Owner side for the adequate follow-up of pre-commissioning and commissioning progress. Must promote during the execution phase and ensure safety within the commissioning activities.
  • Support the preparation of pre-commissioning and commissioning dossier (paper or virtual) and monitor the completion of related Pre-commissioning and Commissioning dossiers, ensuring necessary documentation is included (task sheets, certificates, Red-Line Mark-Ups, punch status) during the execution phase.
  • Support the Commissioning Superintendent in the review of pre-commissioning procedures. Will liaise with Contractor Completion Leader during the execution phase to review the status of pre-commissioning and commissioning activities and ensure priorities are set adequately and followed at this level by Construction or Commissioning Teams.
  • Ensure with EPCC Contractor an adequate and timely transfer of quality/construction punch items from their management system into the completion database.
  • Monitor and control the punch items entered in the completion database, ensuring priority compliance up to RFC/RFSU completion.
  • Assist commissioning team to achieve sub-systems punch list clearance as per planning.
  • Assist Commissioning Superintendent and PC&C Site Leader to prepare and review dossiers for the
    transfer of responsibility from construction to commissioning, from commissioning to start-up and ultimately
    full handover from EPCC contractor to Operations team.
  • Follow the development of the training plan and operating manuals and procedures to be developed by the
    EPCC contractor.
  • Day-to-day management of the CMS system to ensure data is up to date and that it is an accurate depiction of the current status of the project.
  • Interface with the Hook-up and Commissioning Supervisor as well as the Start-Up Manager regarding Mechanical Completion, pre-commissioning, commissioning and handover. Maintain custody of signed check sheets, testing procedures and project certification documents
  • Data entry of completion progress in CMS
  • Issue and circulate CMS progress reports to key team members as required
  • Manage project punch lists by identifying responsibility, categorizing necessity of repair, and facilitating punch list meetings to bring focus to items needed to expedite the handover process

  • Coordinate activities with other departments and staff
  • Establish positive working relationships with immediate supervision and personnel from other departments
  • Communicate clearly and concisely, both orally and written. Be able to follow oral and written instructions
  • Other duties as may be assigned or requested


Skills / Qualifications

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Knowledge of:
  • Database management software: GoC, OmegaPims, Hexagon, Zenator, CMS, WinPCS and similar software
  • Expert in certification process from construction, mechanical completion, pre-comm, commissioning, to start-up.
  • Ability to access database, extract data, and create reports.
  • Ability to technically communicate in English (written and verbally)
  • Knowledge of project documentation management (EDMS systems)
  • Coordination, communication, and organizational skills.


Education and Experience:

A combination of training and experience which would provide the required knowledge and abilities is qualifying. Educated to Diploma level or relevant experience in a similar position for the past 10 years is preferred. A minimum of 8 years' experience in O&G- LNG pre-commissioning and Commissioning role with direct experience in the management and coordination of plant turnover.

Mega project LNG project experience preferred.

Certificates, Licenses, Registrations:

Strong computer skills and completions database experience are necessary (GoC)
