Job Summary

The Talent Acquisition (TA) Manager implements and manages talent acquisition strategies and processes to proactively build and maintain a quality talent pipeline by sourcing passive and active candidates. Analyzes current and future organizational workforce needs and implements plans to ensure quality staffing continuity. Understands external labor market conditions and establishes networks to build relationships with candidates, agencies, schools, and associations and attract diverse quality talent. Screens resumes, evaluates assessment results, and interviews candidates to identify potential placement and fit. This position reports directly to the BPMI Manager of Human Resources.

Manages a team of professional employees responsible for full cycle recruiting to include:

  • All levels of employees: senior management, management, professional, non-exempt, and represented positions
  • BPMI co-op and intern programs
  • University recruiting and relations
  • On-boarding including orientation
  • Partnering with BPMI hiring managers

Roles and Responsibilities

  • Develops, implements, and maintains processes and procedures for sourcing passive and active talent using sourcing, social media, professional events, and other non-traditional techniques.
  • Ensures a diverse pipeline for open positions: engaging and building relationships with diverse organizations and attending and recruiting at conferences, universities, and network groups.
  • Partner with the BPMI management to effectively build a recruiting plan to attract top talent based on their forecasted headcount, turnover, and changing talent needs.
  • Ensures TA policies and processes are compliant with applicable laws and regulations including but not limited to EEOC, OFCCP, DCAA, etc.
  • Interfaces with external organizations to include DCAA, DOL, EEOC, and OFCCP for audits and legal actions.
  • Evaluates and develops system requirements for information systems related to the TA processes as well as assisting in the implementation of these systems.
  • Responsible for development, implementation, and execution of New Hire Orientation programs.
  • Manages assigned employees' performance consistent with established policies, procedures, work processes, regulatory requirements, including but not limited to setting goals, assigning work, conducting performance reviews, and recommending personnel actions.
  • Develops and maintains metrics relative to the TA processes and other areas as assigned.
  • Develops, interprets, and provides guidance on Human Resources policies, procedures, and work processes as they relate to TA.
  • Develops strategies and plans and investigates and recommends methods to improve Human Resources services, processes, and procedures.
  • Partners with BPMI management to ensure HR-related data is kept accurate and current.
  • Prepares written communications and oral presentations including program and plan-related communications.
  • Other duties as assigned.

Minimum Job Requirements

  • Bachelor's degree in human resources management, Employee and Labor Relations, Business Management, or related business field from an accredited college or university and six years of relevant experience.
  • Fourteen or more years of completed education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • Requires a security clearance, however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy security clearance is required.
  • Requires US Citizenship due to security clearance requirements.

Preferred Job Requirements:
  • Previous experience recruiting and/or leading a talent acquisition team for a government contractor.
  • Experience with Office of Federal Contract Compliance Program (OFCCP) regulations, Federal Acquisition Regulation (FAR), and Affirmative Action Plan (AAP) development and implementation.
  • Knowledge of regulatory requirements, employment law, DOD/DOE regulations, and Human Resources administration.
  • Excellent oral and written communication skills.
  • Ability to work within assigned team with limited supervision, exercise independent judgement and decision making, take initiative to resolve issues, and support team success across the company.
  • HR Certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
  • Proficiency in using basic software applications including Excel, Word, PowerPoint.
  • Ability to always maintain confidentiality.
