Job Summary
The IT Test Manager - Testing Center of Excellence leads activities of IT personnel responsible for the testing phases of development, implementation, integration, and maintenance of systems. As the IT TCOE Manager, you will define and run the scope of work for the testing organization working with the business system leads. As an IT Manager, you will direct the day-to-day operations and be responsible to provide guidance and leadership to the team as they lead multiple projects or activities and provide service to various business units. This position will consult with business staff to develop an understanding of the varied and complex testing needs supported by responsible systems, and determine how changing business needs will affect these systems.

The IT Manager understands the role of responsible systems in the big picture and provides ideas and recommendations regarding test system evolution. Reviews project and support requests, and assigns team personnel to test plan development, test execution, and related activities. Prepares time and cost estimates and establishes/implements and integrates new or revised applications systems and programs. Reviews and evaluates work and prepares performance reports. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities, and methods. Consults with personnel in other IT teams to coordinate activities. Prepares activity and progress reports for one or many assigned low-to-high rigor projects. Works with third party vendors that provide both customer and internally-facing applications and services. Ensures software release quality and that customer expectations and milestones are met, and provides options/workarounds when issues are encountered; escalates when required. Adheres to all SDLC requirements, PMO standards, and incident management processes and procedures. Maintains all testing tools, evaluates and selects new tools as needed for the changing world of cloud development and testing.

Job Responsibilities:

  • Lead a team of Information Technology professionals that are responsible for the development, implementation, and maintenance of business applications systems.
  • Provide guidance and leadership to the team as they lead multiple projects and provide service to internal business customers on a timely manner.
  • Communicate with various Information Technology teams and key business partners to ensure all are aware of status and activity updates as well as ensuring all business specifications are met and delivered on time.
  • Collaborate on strategic initiatives to enhance the technology space within the business and IT while delivering within agreed upon deadlines and within budget.
  • Provide technical, strategic and tactical consultation to internal business customers.
  • Ensure compliance with applicable federal, state and local laws and regulations. Complete all required compliance training. Maintain knowledge of and adhere to Flagstar's internal compliance policies and procedures. Take responsibility to keep up to date with changing regulations and policies.


Job Requirements:

  • Bachelor's Degree in Computer Science or related field plus 10 years of experience (as described below) is preferred - OR - 15 years of comparable experience
  • 10 years of managing application development or maintenance programs (Financial industry experience a plus)
  • 5 years directly managing Information Technology professionals
  • Prior functional experience as a software developer, quality analyst, and/or test manager
  • Strong proficiency in all phases and types of testing, including functional, non-functional, regression, integration, system, performance, UAT
  • Exhibits a strong understanding of technology testing lifecycle, processes and tools
  • Strong proficiency with both Agile and Waterfall/SDLC methodologies
  • Strong proficiency of test tools used in cloud software development such as Selenium and NeoLoad
  • Strong proficiency in cloud software development methodologies using CI/CD
  • Proven ability to establish a high level of trust and confidence in both the business and IT communities
  • Excellent ability to communicate verbally and in technical writing to all levels of the organization in a proactive, contextually appropriate manner
  • Excellent ability to prioritize work by dividing time, attention, and effort between current project workload and ongoing support tasks
  • Good ability to perform strategic data analysis and research to support the Business Unit's technology needs
  • Strong ability to communicate effectively and deliver difficult messages with diplomacy and influence without control
  • Strong ability in planning requests, project charters and provide updates for managers, directors and executives
  • Excellent ability to handle multiple competing deadlines on corporate initiatives and team requirements
  • Strong ability to determine solutions to team and departmental requests and needs
  • Good ability to discern risks and issues with technology deployed and being evaluated
  • Good ability to maintain high level of understanding of new technology and industry trends
