Position Summary

PM EW&C is the assigned Office or Primary Responsibility (OPR) for the Cyber Electromagnetic Activities (CEMA), United States Army Europe (USAEUR), and the 1st Multi Domain Task Force (MDTF) Operational Needs Statement (ONS). The Sr. Defense Acquisition Specialist provides management, technical expertise, and supervision to ensure successful delivery of the ONS capabilities and accomplishment of desired outcomes.
Essential Duties and Responsibilities

Duties include, but not limited to:

  • Research, analyze, assess, and coordinate acquisition program documentation based on urgent capability pathway including, but not limited to, Simplified Acquisition Management Plans (SAMP), operational needs statements, user agreements, acquisition decision memorandums, metrics, etc.
  • Prepare documentation in support of Milestone Decisions and other key activities/events.
  • Assists in developing spend plans, Budget, Requirements, and Program (BRP) plans/submissions, acquisition requirements packages, Weapon System Reviews, and Program Objective Memoranda.
  • Develop repeatable acquisition processes, acquisition artifacts (e.g., requirements documents (SOW, SOO, PWS), acquisition plans, requests for proposals, source selection plans, risk management plans, and other documents as necessary.
  • Translate operational mission needs into acquisition, technical, and programmatic requirements.
  • Track acquisition documentation action items and comments to closure.
  • Track programmatic issues and risks to ensure they are addressed in acquisition documentation.
  • Assist with the development of status updates and briefs to program leadership, including GOs/SESs, and external stakeholders.
  • Assist with the development and tracking of spend plans, budget execution, and vendor contracting actions.
  • Coordinate independent cost estimates and technical evaluations.
  • Develop and coordinate Memorandums of Agreements through the staffing process.
  • Develop program documentation including long-range plans, policies, and schedules to improve the programmatic and technical effectiveness of the management team.
  • Conceive new approaches to various near term and long-range projects. Advises staff concerning program and financial management, engineering development, and logistics support of assigned projects.
  • Provide guidance to activities supporting the project to ensure proper balance consistent with requirements and available resources.
  • Submit suggestions for new opportunities and reports user/customer problems or opportunities to the Integration Division Chief.
Requirements

Minimum Requirements:
  • Must have seven (7)+ years' experience with DoD 5000 acquisitions supporting budgetary aspects of program management, scheduling, trade-off analysis, lifecycle costing, risk management, and supportability.
  • A minimum of seven (7) years' experience managing government technical acquisition programs is required of which one (1) year must be supervisory.
  • Must have proven experience in acquisition documentation including Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO).
  • Must have experience providing pre- and post-award acquisition support, including market research, cost analysis, performance requirements, and rough orders of magnitude.
  • Must have experience developing Acquisition Program Baselines (APB).
  • Must be knowledgeable in various Army Contracting Command (ACC) and PEO contract management and.
  • Must have experience developing BRP plans and POMs.
  • Must have experience using Microsoft Office, including Word, Excel, and PowerPoint, with strong presentation building skills.
  • Must have excellent interpersonal skills, proven verbal and written communications, and the ability to work on multi-functional teams in a fast-paced development environment.
  • Must be able to self-start and multi-task in a fast-paced environment and prioritize multiple tasks with minimal supervision.
  • Must have excellent organizational, problem solving, and strategic thinking skills.

Education / Certifications
  • B.A. or B.S. in any discipline, 4 years additional related experience may be substituted for bachelor's degree.

Clearance
  • Secret with ability to obtain TS/SCI.

Desired Requirements
  • 10+ years of experience in acquisition program management
  • Experience with Operation Need Statement (ONS) Projects and/or Quick Reaction Capability (QRC) Projects
  • PMP or DAWIA Level II+ certification
  • Experience with Army Contracting Command (ACC) contracting practices
  • Experience as government or SETA within a program management office for the acquisition of EW or other tactical C4ISR development and sustainment programs
  • Knowledge of PEO IEWS, PM EW&C
  • TS with SCI eligibility
