SUMMARY

Supporting the CDC Epidemiology and Surveillance Branch, the Senior Data Scientist will review surveillance data monitoring viral hepatitis conditions across the US public health jurisdictions, and provide data management during hepatitis outbreaks, maintenance of CDC assessment applications, data visualization tool and reports development, and data quality analyses.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Reviews data with internal and external stakeholders on the development and maintenance of viral hepatitis surveillance data used for monitoring of seven viral hepatitis conditions in US jurisdictional sites and reported via CDCs National Notifiable Disease Surveillance System (NNDSS). Collaboration also includes support for the Hepatitis Component of the National Health and Nutrition Examination Survey (NHANES).

Updates case report forms and Message Mapping Guide, laboratory logs, variables, and documentation of data dictionaries.

Discusses and meets with jurisdictions to talk through their data reporting issues, including national and jurisdictional partners on updates or issues related to data reporting. Provides guidance to internal and external partners on data reporting and usage guidelines.

Develops code for data quality checks and reporting to jurisdictional sites.

Performs routine review and data quality assurance checks on NHANES and surveillance data.

Concatenates data sources for analyses and jurisdiction feedback reports.

Provides data management during hepatitis outbreaks, including:

  • Develops databases in REDCap, MS Access, and other tools to assist with outbreak investigations, as needed.
  • Creates databases that incorporate data quality checks for outbreak investigations, as needed.
  • Performs data quality checks on hepatitis outbreak data.

Maintains and updates CDC-developed assessment tools, including visual basic for applications (VBA) coding to allow for data extraction and summarization, and makes modifications and improvements as needed.

Performs data analysis and develop data visualization tools and reports to facilitate evaluation of program impact.

Conducts analysis, monitors data quality, and disseminates data related to viral hepatitis surveillance, prevention and control activity in reports and presentations to CDC leadership to accomplish public health program goals.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Master's degree in Public Health or in a data related discipline with five (5) or more years' experience providing data analytics in the health sector. Prefer experience supporting a federal HHS agency such as the CDC. Strong programming and analytical skills required.

Must have strong consultative abilities and excellent oral and written communication skills.
  • Five (5+) years of experience working in health analytics.
  • Strong quantitative and research skills with proven ability to demonstrate data collecting, analyzing and interpretation.
  • Experience with SAS, and R.
  • Experience with data visualization tools.
  • Experience developing databases, preferably in REDCap and MS Access, and coding using Visual Basic for Applications (VBA).
  • Experience effectively managing projects that support multiple clients and stakeholders.
  • Experience in analysis, research and presentation creation.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
