Description
SAIC is seeking talented Senior Acquisition Specialist (SME) with significant experience in program and contracts management to provide support through the entire project and program life cycle for an exciting and innovative commercial space and ground effort. The program office is implementing novel commercial contracting methods to satisfy national intelligence needs. The successful candidate will work both independently and in a team-based environment. Qualified candidates must possess demonstrated acquisition and contracts experience and expertise to be able to provide value-added judgement on a full spectrum of activities from pre-acquisition through program execution and performance management.
Activities include:
- Provide overall lifecycle acquisition and program management support to the customer Systems Program Office Director, Contracting Officer’s Technical Representative(s), and Contracting Officer(s)
- Support the planning and execution of end-to-end acquisition life-cycle functions
- Liaise and coordinate across the Government team to research, gather, conceptualize, identify, and capture system, program, project, and study requirements
- Analyze user requirements, concepts of operation, and high-level systems architectures to develop acquisition strategies, acquisition options and plans, program requirements, implementation plans, incentive arrangements, and program schedules
- Establish and maintain close effective coordination with stakeholders to facilitate acquisitions

Generate and coordinate acquisition documents, including but not limited to:
- Acquisition strategies
- Requests for Information
- Statements of Objectives
- Statements of Work
- Justifications & Approvals
- Requests for Proposals
- Source Selection Evaluation Criteria
- CDRLs
- Provide expertise and support administering and managing contracts

Coordinate, conduct, and support source selections to include:
- Proposal evaluation
- Competitive range determinations
- Conduct discussions
- Draft source selection decision memorandums
- Conduct programmatic analysis and provide strategic recommendations for activities or projects throughout the acquisition cycle
- Author documents and briefings to communicate acquisition status; brief Government and industry as required
- Conduct analysis and monitoring of requirements, performance metrics, financial limitations, and schedule of contracts/programs and support performance management activities
- Track and perform programmatic reviews
- Serve as team lead for SAIC SETA support to the Program Office including SAIC employees and subcontractors

Serve as Program Manager for related SAIC contracts and CLINs
Qualifications
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.
Qualifications:
- Ability to establish trust-relationships as well as build and lead highly functioning, multi- faceted teams
- Good working knowledge of Department of Defense and National Reconnaissance Office acquisition and contracting policies and practices
- Demonstrated ability to simultaneously perform multiple tasks and deliverables
- Possess knowledge of industry accepted standards and best practices related to Acquisition, Contracts Management and Project/Program Management
- Proven technical expertise and communications skills that demonstrate the ability to interface with all levels
- Demonstrated ability to conduct analysis and evaluations - making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports, and presentations
- Experienced in resource and requirements analysis, planning, coordination, and scheduling
- Ability to apply technical expertise in proper context for execution and for management review
- Skilled/comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges
- Ability to grasp and summarize information for presentation to leadership
- Understanding of the current and potential capabilities of commercial space and ground systems
- Ability to serve as supervisor and program manager for small to medium-sized contracts
Required Education and Certifications:
- BS in Science, Technology, Engineering, Mathematics, or Business Administration or related fields
- (Desired) PMP PMI Certification
- (Desired) DoD DAWIA Program Management Level 3 Certification
