JOB SUMMARY:

Reporting to the Toro EHS director with dotted line relationship with the Director of Southern Operations, the Environmental, Health, & Safety Regional Manager will drive implementation of the Toro Safety Management System across the Southern Operations including manufacturing in El Cajon CA, El Paso TX, and Sanford FL as well as satellite operations in the Fresno CA warehouse and Riverside CA business offices. The position will assure full compliance with all federal, state, local, and corporate EHS requirements while building a culture of EHS excellence. The EHS Regional Manager must be must be highly skilled in interpreting and complying with regulations that apply across geographical regions, exhibit excellent leadership skills, and be able to work across functional boundaries to achieve a zero incident culture.

KEY RESPONSIBILITIES:

  • Work directly with Toro corporate EHS to develop and implement the Toro Safety Management System across the Southern Operations employing proactive safety processes.
  • Establish effective behavioral based safety programs across the Southern Region beginning with, but not limited to, the DuPont STOP program.
  • Responsible for full compliance with all Federal, State, Local, and Corporate EHS requirements including maintenance of records.
  • Administers mandated programs including, but not limited to hearing conservation, safety eye wear program, machine guarding, bloodborne pathogens, respiratory protection, hazard communications, RCRA, Storm Water, SARA 313, community right-to-know, and personal protective equipment. Assures all training and record keeping & reporting, including online reporting of EHS and workers' compensation related requirements is timely and accurate.
  • Develop and maintain partnerships with local agencies and healthcare professionals to assure compliance and positive community relations.
  • Responsible for keeping management informed relative to safety, health, environmental as well as workers' compensation issues.
  • Responsible for budgeting and spending relative to safety equipment and supplies, drug-testing, exams, worker's compensation, and so on.
  • Engage leadership across the organization to drive safety, health, and environmental excellence across the Southern Region operations with the goal of a zero incident culture.
  • Lead the implementation of Job Safety Analysis throughout our facilities to support continuous improvement through thoughtful comprehensive hazard identification and risk mitigation.
  • Establish and monitor annual EHS goals based on long range objectives.
  • Develop and maintain an EHS scorecard consistent with Toro requirements for each location supporting continuous improvement of EHS systems including: safety training, BBS observations, corrective action completion, compliance inspections, hazard identification, recordable incidents, lost time incidents, incident rates, hours worked, work compensation incurred costs, and so on.
  • Engage employees and provide opportunities for involvement on emergency response teams and safety committees.
  • Assure site safety committees are staffed with a standard agenda & expectations and supported by local management including but not limited to scheduled audits, meetings, publishing/posting of minutes, oversite of site EHS metrics, etc..
  • Assure each location maintains a corrective action log to address concerns from employees, audits, inspections, etc.
  • Train employees on company safety policies and procedures assuring all training is current and records are maintained including new employee orientation.
  • Identify and conduct appropriate training programs for accident prevention, i.e., Right to Know, LOTO, PPE, forklift certification, etc. Maintain all training records.
  • Assures all hazardous and nonhazardous materials management and disposal is compliant to all Federal, State, and Local requirements.
  • Assures each facility has an effective emergency response plan including but not limited to identifying a core emergency response team.
  • Develop and implement incident investigation protocols utilizing systematic problem solving methods to establish root cause for incidents. Support site management during incident investigations as required and implement effective countermeasures as warranted.
  • Manage OSHA and other regulatory oversite inspections providing inspectors with requisite information and managing follow-up corrective actions and documentation.
  • Provide ergonomic engineering assessment of manufacturing processes and equipment. Provide EHS review and approval of all capital requests within the region.
  • Review facility procedures and amend as required to keep company compliant with changing regulations on an annual basis.
  • Audit and maintain facility safety data sheet (SDS) files to assure they are complete and up to date.
  • Oversee the processing of worker's compensation cases, legal issues, accident claims
  • Interface with insurance brokers and in-house legal staff as required on miscellaneous health and safety matters
  • Collaborate with engineering, maintenance and operations functions on proper machine guarding implementation and usage.
  • Lead site radiological activities as Radiation Safety Officer
  • Develops, promotes, and administers "wellness" programs and techniques.
  • Other duties a necessary.

WORK ENVIRONMENT:

  • Office environment with frequent work taking place on the factory floor, warehouse, and outside facility

JOB QUALIFICATIONS:

  • Bachelor's degree (prefer EHS sciences, Engineering, or Engineering Technology)
  • 7 to 10 years leading and building comprehensive safety programs with evidence of continuous improvement
  • Strong manufacturing business acumen with familiarity in extrusion, molding, assembly, material handling preferred
  • Excellent communication skills, both formal and informal, at all levels of the organization
  • Strong analytical, negotiating, presentation and facilitation skills
  • Ability to organize, lead and direct teams and/or committees.
  • Ability to conceive, develop, and execute EHS related projects within a manufacturing environment
  • Demonstrated knowledge of delivering hands on health, safety and environmental training.
  • Ability to develop, implement, and coordinate comprehensive health, safety, and environmental accident prevention programs.
  • Skilled in the standards, concepts, practices, and procedures within the health, safety and environmental fields.
  • Ability to work independently with minimal supervision

JOB DIMENSIONS:
  • Position is located in El Cajon, CA and is the primary EHS resource for the facility. In addition, the position has oversight responsibilities for manufacturing in El Paso, TX and Sanford FL, as well as satellite locations in Riverside CA, and Fresno CA.
  • Position reports to the Toro Corporate EHS Director located in Lyndale, MN with a dotted line reporting to the Director of Operations for the Southern Operations.
  • Responsible for the health and safety of approximately 600 employees
  • The position has one direct report and 3 to 6 indirect reports
  • Develops and administers expense budget of $150,000 to $250,000.
  • Travel requirements of approximately 25%.
  • Position is on first shift, but will occasionally be required to work alternate shifts as needed for training, investigation, culture development, etc.
