Education: Required - Bachelor's degree in social services, business, organizational development, public administration, or related field.

Preferred - Master's degree in social services, business, organizational development, public administration, or related field may be considered with at least five years of senior leadership experience.

Experience: At least seven years of senior leadership experience in complex organizations; a minimum of five years' experience in developing staff and managing teams to include extensive experience in building community partnerships and driving growth.

Supervises: Directors of Services and Program Directors

Critical Action Items:
1. Responsible for the development and management of the regional operations, oversee revenues and expenditures, maintain internal controls and financial discipline, and work closely with the Executive Director, Directors, and Program Directors to ensure the financial wellbeing of BCFS.
2. Pursue opportunities for new or expanded services, as part of a well-conceived and articulated entrepreneurial framework that is value- and mission-based and strategically-oriented.
3. Represent and share the BCFS brand as the spokesperson for community services division programs in the region and build strong relationships with leaders at every level of community involvement: social service organizations, local businesses and business groups, public officials, government entities, local media, and donors.

4. Identify, cultivate, and solicit government contracts, as well as private sources for charitable gifts, in support of the programs and operating costs of BCFS.
5. Demonstrate a high level of business acumen, ensure excellent fiscal management, stewardship, accountability, program compliance, and timely and accurate reporting.
6. Recruit, develop and engage quality staff to be a high-performing, collaborative team.

Measurable Deliverables:
1. Review and monitor program deliverables to ensure contractual compliance. Implement immediate action plans prior to contracts not meeting deliverables should trends show possibility of noncompliance in the future. Leads the team to ensure these action items are met, monitoring and reporting progress weekly.
2. Completes a monthly report to BCFS HHS Senior Leadership outlining activities, personnel concerns or location unmet needs and solutions to address needs.
3. Maintains direct oversight of program financials by reviewing monthly billing spreadsheets to identify overage or lapses in expenditures, monitoring labor distribution reports and costing allocation reports to ensure expenses are coded to programs correctly. Implements immediate written action to adjust spending or make changes to ensure compliance.
4. Completes supervision consultations with program leadership staff monthly (or as needed) to review program/contract related items or needs, events, personnel matters, training or programming needs, job performance and personal growth development needs.

Other Responsibilities:
1. Promote inter-organizational partnerships and partnerships between BCFS programs when such collaborations can enhance the delivery of services and amplify societal impact.
2. Maximize all current fundraising opportunities and execute strategic initiatives to broaden funding base and increase overall funding from individuals, foundations, and corporations.
3. Oversees program compliance for receiving donations, to include use of donated funds and follows all internal control policies and procedures to track and monitor this.
4. Delegates effectively while also being a no-job-too-small, accessible presence that encourages dedication and hard work.
5. Commitment to encouraging internal communications and to the elimination of structural barriers to a unified, integrated staff.
6. Conducts monthly meetings with direct reports, all regional staff, and senior leadership to identify individual/department challenges needing positive support.
7. Mentor staff, maintain a culture of reasonable expectation and accountability, manage teams in a dynamic environment, and make difficult personnel decisions when necessary.
8. Other job duties as assigned.

Job Requirements:
1. Demonstrate a passion for the BCFS mission and understanding of the individuals served.

3. A history of and reputation for uncompromising integrity, inspiring trust in BCFS and its employees.
4. Exceptional oral and written communication skills, with a highly evolved capacity for listening, synthesizing information, and promoting interactive processes.
5. Understanding and ease with technologies that enhance internal and external communication, information management, and the metrics by which success or shortfall can be measured, communicated, and used as management aides.
6. . A proven history of successful community networking and a willingness to devote considerable time and effort to be involved and visible in-service organizations and other leadership circles in the region.
7. Multicultural understanding and sensitivity are essential.
8. Demonstrate problem-solving and decision-making skills and ability to work well under pressure.
9. Exhibit authenticity, persistence, transparency, sensitivity, and attention to detail.

Credentials, Skills, and Abilities:
1. Maintains current licenses and certificates required for the position.
2. Passes a pre-employment drug screen and random drug screens throughout employment.
3. Provides proof of work eligibility status upon request.
4. Passes pre-employment and criminal background checks.
5. Demonstrates skills in providing effective, hands-on leadership.
6. Demonstrates the ability to present and maintain professional appearance and demeanor as a member of the organization's management executive team.
7. Demonstrates the ability to:
a. Work effectively with BCFS leadership, state licensing representatives and funding source entities.
b. Respond sensitively and competently to the service population's cultural and socio-economic characteristics.
c. Communicate effectively in English both verbally and in writing.
d. Work in a fast-paced and changing environment and always maintain emotional control and professional composure.
e. Organize and prioritize responsibilities and duties efficiently.
f. Maintain computer literacy required to meet the responsibilities of the position.
g. Work effectively and without intensive supervision independently and as a multidisciplinary team member.
h. Participate and work effectively with an Incident Management Team, as needed.

8. Demonstrates a working knowledge and understanding of local and applicable social welfare policies, including Community Services policies and procedures and relevant regulations, guidelines, and standards.
