SUMMARY
The Record Abstractor (Health Information), provides support to the Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD). This position is responsible for Autism Study assessment of records and data as to its inclusion and value to the surveillance program. This position conducts data review, data collection, record abstraction, data validation, and data cleaning and is responsible for quality control protocols and audits and requires the autonomous, in-field exercising of judgment as it relates to epidemiological surveillance of developmental disabilities and surveillance protocols and quality control.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Performs all tasks according to the terms and conditions of the contract/task order protocols and Autism and Developmental Disabilities Monitoring (ADDM) Network guidelines and standards.

Meets and maintains all research reliability and quality control standards required by MADDSP and the ADDM Network.

Responsible for data review, data collection, record abstraction, data validation, and data cleaning.

Accesses schools, hospitals, and other identified data sources within the Metropolitan Atlanta area and reviews records to identify potential cases for surveillance, including address validation and geocoding.

Verifies that all potential cases reside within the Metropolitan Atlanta area through methods stated in the surveillance protocol, CDC and the ADDM Network approved manuals.

Abstracts relevant socio-demographic, educational, medical, diagnostic and other program specified information for potential cases per ADDM Network abstraction guidelines.

Meets and maintains all program required assurances of confidentiality, nondisclosure agreements, and other privacy protection measures for program data.

Resolves data edits including, but not limited to missing and conflicting information.

Conducts data cleaning of study forms to confirm or correct certain key data as incorrect or in-complete.

Provides feedback on data preparation and analysis of medical data collected through medical record abstractions.

Helps analysts and investigators understand the meaning of the abstraction data with a focus on strengths and limitations.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE
Bachelor's Degree in Behavioral or Social Sciences and a minimum ten (10) years' of domain experience and a minimum of one (1) year of intensive training with the CDC in order to conduct the required tasks; or equivalent combination of education/experience. Master's Degree preferred. Advanced experience in child development, developmental disabilities, special education, nursing, or psychology with one (1) year of related experience with clinical and/or education record development or abstraction.

CERTIFICATES, LICENSES, REGISTRATION

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Knowledge of clinical records and/or special education laws and records
Excellent interpersonal skills. Experience interacting with medical facilities and Atlanta area schools that provide special education needs to children with development disabilities.
Ability to provide expert assessment of case management information in order to glean specific nuances that are relevant to the surveillance.
Ability to perform data collection and entry with accuracy and attention to detail
Ability to independently travel to schools and medical facilities to gather data
Ability to follow surveillance protocol and apply conceptual guidelines to make determinations for abstraction
Ability to work independently as well as part of a team
Ability to meet and maintain research reliability standards for systematic record review
Willingness to work some non-traditional work hours (such as late nights and weekends)
Proficiency in Microsoft Word, Excel, and web-based data management systems.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
