  • Performs construction, maintenance, and repairs to utility and city infrastructure
  • Performs maintenance on wastewater, geothermal, pressure irrigation systems, drainage conveyance systems, asphalt, and concrete surfaces and facilities, and locates buried utilities
  • Operates various heavy machinery and construction equipment
  • Requires a Class B Commercial Driver's License (CDL) with air brake, tanker, and passenger endorsement or a Class A Commercial Driver's License (CDL)

Essential Functions

Operates heavy construction equipment. Performs construction maintenance and sewer line root control maintenance. Performs scheduled and emergency repairs and maintenance on city wastewater treatment utilities using pneumatic and electric tools and hand tools. Provides necessary traffic control. Sets up vehicles and pedestrian traffic diversions devices and manually controls traffic. Inspects and performs routine preventive maintenance and repairs on all equipment. Safe operation of equipment including proper shoring in excavation, and safely working around traffic in public right away. (65%)

Makes independent decisions in the field as necessary. First responder to emergency call-ins for sewer backups and related events and assists fire and police as necessary. Complies with the National Pollution Discharge Elimination System (NPDES) permits when pertaining to wastewater collection systems, geothermal systems, and stormwater systems. Assists with identifying issues and provides input on possible solutions. (20%)

Accurately records maintenance in computerized asset and work order management programs (Hanson 8). Utilizes computer-based online mapping geographic information systems (GIS), closed circuit television (CCTV), construction and inspection drawings, and electronic underground locating tools to determine the exact location, size, and function of underground sewer mains, geothermal lines, and pressurized irrigation lines to prevent damage during construction. Identifies and marks right-of-ways, easements, and private property lines. (15%)

Requirements

Required Knowledge, Experience, And Training
  • 3 years of experience working in the construction trade with experience working on water and wastewater systems, geothermal, and irrigation systems
  • High school diploma or GED.
Knowledge
  • Occupational safety standards and hazards associated with construction and equipment
  • General engineering and construction terminology
  • Construction practices and procedures
  • Equipment operation and job site safety
  • Basic design of sewer collection systems, water distribution systems, and other underground utility systems
  • Various mapping and asset management databases
  • Emergency response techniques and procedures
Ability
  • Work in and around wastewater, geothermal, and pressure irrigation systems in confined spaces
  • Read and interpret blueprints
  • Operate light, medium, and heavy equipment
  • Safely operate common hand and power tools
  • Display an attitude of cooperation and work harmoniously with all levels of city employees, the general public, and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion
  • Understand and comply with all rules, policies, and regulations; maintain prompt and regular attendance
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation

Preferred Knowledge, Experience, And Training
  • 4 years of experience working with geothermal, water, wastewater, and pressure irrigation systems
  • Training or experience in confined spaces
  • Idaho Wastewater Collection Operator Class II license
  • Class A Commercial Driver's License (CDL)
  • Flagger certification
  • Erosion control certificate
Licensing And Other Requirements
  • Class B Commercial Driver's License (CDL) with tanker endorsement
  • Ability to obtain the following within 6 months of employment:
    • Class A Commercial Driver's License (CDL)
    • State of Idaho Wastewater Collection Operator Class I license or Operator-In-Training (OIT) license
    • Erosion control certificate
    • Flagger certificate
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Drug-Free Workplace: In accordance with the City of Boise Drug-Free Workplace Regulation, this position is designated as safety-sensitive and is subject to testing requirements including Post Offer Applicant Testing, Random Testing, Reasonable Suspicion, Post - Accident, etc. Applicants will be required to submit to screening for illegal drug use prior to hiring. Appointment to this position is contingent upon a negative pre-employment drug test.
Persons in this position must have a CDL that can handle a gross vehicle weight rating of 26,001 or more pounds.

While performing the duties of this job the employee is always lifting/carrying up to 35 pounds, frequently lifting/carrying up to 50 pounds, occasionally lifting/carrying up to 75 pounds, and rarely lifting/carrying up to 100 pounds. Also, the employee is always pushing/pulling up to 35 pounds, frequently pushing/pulling up to 50 pounds, occasionally pushing/pulling up to 75 pounds, and rarely pushing/pulling up to 100 pounds. The noise level is always loud, frequently very loud, and occasionally moderate. Work includes the sensory ability to talk, hear, smell, and touch. Work in this position also includes close vision, distance vision, peripheral vision, and depth perception. Employees will sit, stand, walk, run, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity. Additional physical efforts include: employees perform additional physical activities such as climbing ladders and getting in and out of heavy equipment.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, wet and humid conditions, and areas of dust, odors, mist, and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards and work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids, and chemicals.
This position works: evenings and weekends and has a rotating on-call schedule.
