Project Overview:
The Proposal Coordinator supports Business Development/Capture Managers and Proposal Managers in the execution of the proposal process to ensure that RFP, RFQ, and RFI responses are completed and submitted in a compliant and timely manner. The Proposal Coordinator will help develop schedules, complete compliance matrices, organize the proposal response process, review proposal drafts, and write/edit proposal content. He or she will be responsible for a variety of related tasks to include but not be limited to maintaining up to date content libraries, controlling document versioning, creating templates, and collecting data call information.

Primary Responsibilities:

  • Supports Business Development, Capture Manager, and/or Proposal Manager in developing responses to RFPs, RFQs, RFIs, Sources Sought, RFTOPs, etc.
  • Analyzes RFP requirements; develops proposal schedule, outline, and compliance matrix.
  • Participates in the full life cycle of proposal coordination, including planning, scheduling, and managing competitive proposals. Assists with proposal development and related support processes.
  • Participates in kick-off and review meetings and facilitates client/partner communication as needed.
  • Complies with the proposal development process throughout each stage of the proposal.
  • Effectively integrates RFP requirements with capture information and corporate qualifications
  • Ensures RFP compliance and schedule adherence, coordinates production of the final document.
  • Manages diverse teams from various prime, subcontractor, and consultant organizations.
  • Assists with obtaining information and inputs from technical resources.
  • Works with existing boilerplate and rough draft material from subject matter experts and converts into high-impact content for proposals.
  • Reviews, edits, and writes proposal content; Consolidates comments and edits from reviewers; Supports proposal layout, formatting, and graphic design activities.
  • Monitors Federal Web sites for the release of various solicitation documents to include amendments, modifications, etc.
  • Supports long-term efforts to maintain a standardized, complete, and up-to-date collection of technical content and past performance as well as other proposal related information.
  • Supports other proposal/business development related efforts as needed.

Required Skills & Qualifications:
  • Bachelor's degree in English, Creative Writing, Marketing, Journalism, or related topic. Or Associate degree in similar, plus 2 years of experience as a Proposal Coordinator and/or Writer in a fast-paced, high volume proposal environment for a federal support service contracting firm.
  • Working knowledge of MS Office applications, Microsoft SharePoint, Adobe Acrobat, and other Desktop Publishing tools
  • Ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects.
  • Ability to work occasional long hours and weekends as needed to meet deadlines.
  • Excellent writing, editing, and research skills
  • Excellent organizational, analytical and interpersonal skills
  • Excellent oral and written communication skills Desired Skills & Qualifications:
  • Experience in task order proposal and large, multi-faceted proposals that include oral presentations, client reference checks, technical volumes, past performance volumes, cost volumes, and management volumes
  • Knowledge of Shipley methodology; Shipley Certification is preferred
  • Clearance not required but preferred.
  • Familiar with the Federal Government Acquisition life cycle and proposal life cycle
  • Able to navigate government procurement opportunities websites with ease
Required Education/Experience:
  • Bachelor's degree in English, Creative Writing, Marketing, Journalism, Business, or related topic. Or Associate's degree in similar, plus 2 years of experience as a Proposal Coordinator and/or Writer in a fast-paced, high volume proposal environment for a federal support services contracting firm
Required Certifications:
  • Shipley certification preferred.
