Job Summary/Basic Function:
The Office of Sponsored Programs (OSP) at Boise State University is looking for an independently motivated, critical thinker to join their team. Ideally, this person finds joy in detective-style analysis of complex documents. They have a keen eye for detail. They are comfortable working independently, as well as collaborating with a similarly analytical team.
Level Scope:
Fully competent and productive professional contributor who applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees.
Essential Functions:
60% of Time the Proposal and Agreement Officer must:

• Proposal Submission, which entails:
o Serving as the technical lead in the preparation of documentation required for submission of proposals to Federal, state and local, industry, non-profit, and all other potential of sponsored programs
o Preparing, reviewing, and revising complex budgets and budget justifications.
o Identifying, understanding, and communicating compliance concerns to various stakeholders
• Ensuring a complete and accurate transmittal form is prepared and routed for institutional approvals prior to the submission of the proposal assuring submitted proposals comply with all requirements, including that all required/optional documents are uploaded or compiled for submission and all document formatting requirements are followed agreement acceptance, which entails:
o Negotiating terms and conditions
o Evaluating legal terms and conditions to ensure they do not violate applicable law/policy, the University has established procedures to comply with them, and they make sound business and programmatic sense.
o Coordinating with internal and external stakeholders to ensure compliance with accepted terms and conditions
o Documenting and communicating legal terms and conditions in a manner that is understandable to university faculty and staff

35% of Time the Proposal and Agreement Officer must:

• Assist principal investigators in submitting proposal-like documentation.
• Train, mentor, and consult with various parties on research administration.
• Identify opportunities to improve internal processes.
• Disseminate information to various parties regarding changes to sponsor policies and procedures.

5% of Time the Proposal and Agreement Officer must perform other duties as assigned.

Knowledge, Skills, Abilities:
• Attention to detail
• Strong written and verbal communication skills
• Ability to create and review complex budgets
• Ability to prepare and submit complex sponsored project proposals.
• Experience reviewing and negotiating sponsored project agreements.
• Experience applying Federal and State statutes, regulations, policies, and procedures to sponsored projects.
Minimum Qualifications:
• Bachelor's Degree or equivalent and 2 years' experience

Preferred Qualifications:
• 3 years of professional experience in pre-award administration and/or sponsored projects contracting plus 3 years similar experience.

• Juris Doctor Degree and 3 years of similar experience. Salary and Benefits:
Salary range $61,193 to $75,587 commensurate with experience.
