Tuknik Government Services, a Koniag Government Services company, is seeking an experienced Project Controller to support TGS and our government customer at Chantilly, VA. This is a remote position.

Koniag Government Services (KGS) is looking for a highly qualified, experienced, and self-motivated individual to perform the duties of a Project Controller. The Project Controller will wear multiple hats to support the program office to manage the activities of the program finance, cost control, program scheduling, Program Management coordination, and subcontractor financial control functions in a federal government contracting environment. The Program Controller will also perform duties as a lead for Procurement such as being responsible for full procurement management lifecycle from requirements review to quotation, analysis, purchase issuance and management, product/service receipt in support of multiple EHS programs.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Performs financial analysis of budgets and schedules needed to meet contractual/project requirements for assigned program or programs.
  • Develops and maintains reporting and analysis systems to guide the financial management of individual programs and contracts to achieve company objectives.
  • Assesses program performance and tracks the performance against program budgets.
  • Acts as a key person on financial analysis issues.
  • Coordinates, negotiates and resolves financial compliance issues with governmental agency to ensure accurate interpretation of contract requirements.
  • Establishes and defines program financial plan requirements for assigned facilities O&M work.
  • Coordinates interdepartmental development of program plans and interfaces with vendors and customers as required.
  • Monitors and reports performance against plans to ensure that contractual cost and schedule objectives are met.
  • Provides reporting of key program metrics to senior management.
  • Supports the staffing, cost management, proposal development, and administrative needs of the IDIQ Program Management Office (PMO).
  • Assists with project administration and report writing.
  • Supports quality goals and metric analysis objectives.
  • In coordination with the Project Manager, tracks and monitors adherence to the program service level agreements (SLA's), processes and SOP's.
  • Sources, negotiates, awards and documents purchase for materials, services, and supplies
  • Ensures that requirements (prime contract, quality, terms and conditions) are properly communicated to suppliers
  • Manages supplier performance to cost, schedule and quality requirements
  • Interfaces with internal and supplier cross-functional organizations
  • Assists in the development of bids and agreements
  • Executes customer requirements including government regulations, public law and EHS policies and procedures
  • Issues Request for Quotes (RFQs), receives, reviews and negotiates pricing proposals
  • Negotiates procurement terms and conditions including estimated cost/price, delivery, quality and performance requirements
  • Conduct independent price analysis as needed
  • Negotiate and coordinates additions, deletions, or modifications to Purchase Orders
Work Experience, Knowledge, Skills & Abilities:
  • Ability to perform work independently and with minimal supervision
  • Demonstrated problem-solving skills
  • Proficient with MS Office
  • Demonstrated "Can-Do" Attitude

  • Ability to multi-task
  • Requires 2 -5 + years with BS/BA or 0 - 2 + years with MS/MA/MBA or 8 - 10 +years with no degree.
  • Bachelor's Degree from an accredited college or university
  • 2+ years of related experience
  • Experience with Federal Acquisition Regulations (FAR)

Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
