The first people who hunted in this region arrived approximately 11,000 years ago, and Northern Colorado remains an integral part of the traditional and ancestral homelands of the Arapaho, Cheyenne, and Ute Nations. European-American trappers and traders arrived by the early 1800s but rarely established permanent settlements. Gold and silver discoveries in the Colorado mountains in the mid-1800s and the prospect of land for farming and ranching attracted people from eastern cities and across the globe to the Colorado Territory, including what would become the town of Fort Collins; an agricultural colony that emerged from its founding days as a military fort. The expansion included the sugar beet industry's growth, which brought new residents whose descendants still live here today, including Mexican-American families from southern Colorado, New Mexico, and northern Mexico, as well as Germans from Russia. Since 1879, Fort Collins has been the home of the state's land grant institution, Colorado State University, which currently enrolls 34,000 students. Along with the university, the city's major high-tech and manufacturing companies and breweries attract new residents from all over the country and world. The community's overall social diversity continues to grow.

There are abundant outdoor recreation opportunities available to the many residents who enjoy healthy lifestyles. The nearby Horsetooth Reservoir is a key attraction, as is the Cache La Poudre-North Park Scenic Byway. The Downtown district provides many venues for live music, shopping, dining, and nightlife within the city. Fort Collins is widely considered the Craft Beer Capital of Colorado. Job Summary

Work related to the development, monitoring and implementation of comprehensive plans and programs and/or the review of development proposals for consistency with policies for the utilization of land use and physical facilities of the City. Includes long range corridor, sub-area and comprehensive plans and analyses, as well as current planning efforts including development review for concurrence with standards, code and regulations.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Provides project management by reviewing development applications for compliance with City regulations and coordinates additional review by other departments and/or agencies which includes logistical and technical support.
  • Serves as an information resource to elected officials, City boards and commissions, City staff, developers, civic groups and citizens regarding City policies, programs and procedures.
  • Prepares and coordinates plans, programs, strategies and policies for adoptions by the City Council; administers, implements and monitors plans, programs, strategies and policies for City Council.
  • Schedules and facilitates meetings with applicants, consultants, citizens and others.
  • Compiles and analyzes data on economic, social, and physical factors affecting land use and prepares or requisitions graphic and narrative reports on data.
  • Partners with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses.
  • Delivers presentations and reports to citizens, developers, committees, City boards and commissions and the City Council.
  • Prepares staff reports, plans, policies and summaries for management, boards and commissions, and City Council.
  • Provides public information regarding development proposals, policies, regulations and City projects.
  • Assists in policy formation and code changes.
  • May oversee and direct the work of temporary employees.
  • May represent the department, service area, and City at meetings and conferences.
  • Apply codes, plan guidance, and development review process with accuracy and consistency
  • Lead neighborhood outreach, stakeholder engagement, and community education efforts
  • Prepares and presents educational content and formal presentations for public meetings, website updates, and printed materials

Required Education

Minimum/PreferredEducation LevelMinimum College degree or equivalent work experience. Some positions may require functionally related certification or advanced degreesPreferred Master's Degree

  • 3-5 years related experience, or equivalent combination of education and experience.

Certifications/Licenses/Specialized Training
