This position:

  • Serves as on-site representative for a variety of construction projects that vary in budget, scope and complexity associated with construction within city parks
  • Provides direction and coordination of construction field activities within the framework of the landscape design and infrastructure teams
  • Represents the city in construction contract administration, permitting, coordination, dispute resolution and inspection of multi-disciplinary construction projects
  • Responsible for oversite of individual project work, quality control, and budget
  • Coordinates with contractors, the maintenance team, designers, and design consultants, and maintains a daily diary of construction activities
  • Is performed under general supervision and requires initiative and independent judgment

Essential Functions

Provides planning, direction, and coordination of a wide variety of single to multi-phase, simple to complex, and unique individual construction projects within city park properties. Provides project quality assurance and reviews drafted designs. Monitors individual construction project budgets including review, negotiation, and certification of contractor pay request, review of initial contractor change order request and internal cost estimates for owner requested changes. Provides input for the development of and review and analysis of project schedules. Monitors project contract for compliance and overall project status. Reviews plans and specifications and recommends appropriate field design changes. Works with contractors and designers to resolve project conflicts and issues. Develops annual stormwater reporting and serves as the department representative for erosion and sediment control reporting. Organizes and conducts construction-related meetings with staff, design consultants, and contractors. Conducts site inspections to ensure compliance with construction plans and specifications. Prepares, and is responsible for inspection diaries and project field records. Reviews and mitigates potential claims against the city by contractors. Negotiates, prepares, reviews, and provides recommendations and documentation for justification for contractor and owner requested change orders and contractor pay requests. (50%)

Assists with the development of construction project contract terms, conditions, requirements, specifications, and drawings. Provides a review of consultant submittals. Documents, reviews and provides recommendations for resolution of any changes that may arise during contract implementation or execution and project construction. Prepares and advises on standard construction procedures. (25%)

Acts as construction-related liaison between the city's internal departments and outside professional consultants, contractors, and regulatory agencies. Promotes and maintains cooperative efforts between the city and external contractors. Coordinates with parks communications and engagement staff to ensure proper and continuous operation of facilities during design, construction, and before and after facility startup. Provides oversight of administrative support and inspection staff assigned to construction projects. (25%)

Requirements

Required Knowledge, Experience, And Training
  • Bachelor's Degree in construction management or similar field
  • 5 years of experience representing an owner on construction projects
  • And/or an equivalent combination of education and/or experience
Knowledge
  • Construction management principles and practices, planning, scheduling and budget/cost management
  • Principles and techniques of managing contractors, construction contract documents and construction plans
  • Construction cost estimating and control
  • Applicable laws, regulations and building codes
  • Principles and practices of civil engineering (hydraulics, hydrology, soil mechanics and foundations, sanitary engineering and structures, engineering geology, etc.
Abilities
  • Read and interpret engineering plans, specifications, bid documents and contracts
  • Properly and thoroughly inspect materials and workmanship
  • Prepare and verify estimates of construction costs
  • Supervise, plan and participate in highly complex and responsible construction coordination and inspection work
  • Manage construction schedules, determine the status of construction work, and verify adherence to contractual obligations
  • Display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion, maintain prompt and regular attendance
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation
  • Capable of operating vehicles safely and having an acceptable driving record
Preferred Knowledge, Experience, And Training
  • 7 years of experience in construction site management, planning, scheduling, and fiscal coordination of large, multi-phase (complex) municipal construction projects
  • 2 years exercising superintendent/management responsibilities
  • Functional knowledge of design criteria as it applies to parks, pathways, and public use facilities and amenities, and of governing codes associated therewith, such as Uniform Building Code, Uniform Plumbing Code, and Uniform Electrical Code
  • Ability to obtain Responsible Person Training certification (704) within 6 months of employment
  • Certification as Special Inspector
Licensing And Other Requirements
  • Valid state-issued driver's license

  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes the sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, wet and humid conditions, and areas of dust, odors, mist, gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position. Exposed to various hazards associated with municipal construction sites and projects.
This position works during normal business hours. However, as projects or emergencies dictate, weekend, shift, and holiday work may be required.
