Job Summary/Basic Function:
The primary purpose of this position is to efficiently and timely draft, review, negotiate, and resolve disputes and other contract administration issues involving OSP Agreements.
Department Overview:
The Office of Sponsored Programs' (OSP) primary mission is to support Principal Investigators with the research administration aspects of their sponsored projects. This support includes proposal submissions, award acceptance, award management, and award closeout. More information is available on the OSP website at https://www.boisestate.edu/research-osp/.
Level Scope:
Officer level - Fully competent and productive professional contributor who applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees.

Administrator level - Entry-level professional with limited or no prior experience to contribute on a project or work team. Incumbent learns to use professional concepts to resolve problems of limited scope and complexity under close supervision while achieving day-to-day objectives. Works on developmental assignments that are initially routine in nature, requiring limited judgment and decision making. This level is typically focused on self-development. Requires theoretical knowledge through specific education and training.
Essential Functions:
Primary Duties:
• OSP Agreement Acceptance Process: With minimal to significant oversight, depending on complexity, efficiently and timely does the following for up to complex: sponsored agreements (grants and cooperative agreements under 2 CFR Part 200, contracts under 48 CFR Parts 1 - 53, common law of contracts, and Uniform Commercial Code Article 2 contracts), non-sponsored agreements (master agreements, collaborative research agreements, nondisclosure agreements), subawards (subawards and subcontracts), procurement actions (contracts for services, purchase orders), and certain other agreements (intellectual property license agreements, releases of liability, surplus/excess property disposition agreements) (all, collectively, "OSP Agreements"):
o Drafts, reviews, and negotiates terms and conditions with Federal, State, local government, university, for-profit, non-profit, and foreign entities.
o Evaluates legal terms and conditions to ensure: (i) they do not violate applicable law/policy, (ii) the University has established procedures to comply with them, and (iii) they make sound business and programmatic sense.
o Coordinates with all academic and non-academic departments to discuss suspect terms and conditions and ensure post-award compliance with accepted terms and conditions.
o Documents legal terms and conditions into department software in a manner that is understandable to University faculty and staff.
o Flows down applicable terms and conditions from the University's prime awards to other applicable agreements.

Secondary Duties

o Provides guidance to internal and external customers regarding OSP Agreements administration, including in-person training when appropriate.
o Other duties as assigned
Knowledge, Skills, Abilities:
• Ability to efficiently and timely manage many competing priorities, including the ability to satisfy sponsor deadlines
• Ability to work collaboratively to resolve issues
• Ability to represent the interests of the research enterprise to internal and external customers, including the ability to understand and explain Federal and State statutes, regulations, policies, and procedures
• Ability to communicate clearly and effectively both orally and in writing
• Ability to draft and implement procedures and guidelines for internal and external audiences
• Experience performing the OSP Agreement Acceptance Process
• Excellent customer service skills
Minimum Qualifications:
• Bachelor's Degree and 2 years similar experience or equivalent (Officer)

• Bachelor's Degree or relevant professional experience (Administrator)

Preferred Qualifications:

• Juris Doctor degree and 3 years of similar experience. (Officer)

• Juris Doctor degree and 1 year of similar experience. (Administrator)
Salary and Benefits:
This is an open level recruitment for an OSP Grants and Contracts Administrator (Job Code 75288) and an Assistant Grants and Contracts Officer (Job Code 75294). Salary is approximately the following depending on experience:

  • Administrator (Associate Career Level): Approximately $50,502
  • Officer (Intermediate Career Level): Approximately $61,193
