Overview / Responsibilities

Wood is providing Owner's Engineer services on a variety of projects including decommissioning, abating, and demolishing industrial facilities, including power plants, and installation of remediation systems and is recruiting for an Onsite Project Site Health and Safety Officer (Site Safety Officer). As the Site Safety Officer, this individual will be responsible for the Contractor's performance for safety in accordance with the Technical Specifications, work plans, applicable regulatory requirements, etc. The Site Safety Officer participates in daily tailgate safety meetings with the Client, Wood and the Contractor, and reviews the Contractor's Job Hazard Analysis (JHA). The Site Safety Officer reviews data collected related to evaluating worker exposure. The Site Safety Officer identifies Contractor deficiencies, if any, reports them to the Site Manager, and works with the Project Team and Contractor to correct deficiencies. The Site Safety Officer will remain on the Jobsite for the duration of the project. This initial role will be based at a coal-fired power plant located in Iowa. Authorization to work lawfully in the US without sponsorship from Wood is required.

Key Responsibilities:

• Assists Project Manager and Site Manager/Construction Manager in ensuring compliance with and enforcing the applicable local, state and federal H&S Legislation, Regulations, Codes and Standards in addition to Wood's and the Client's H&S requirements on various projects.
• Provides active H&S leadership by participation, leading by example, and demonstrating interest in the health and safety program; sets a good example for workers by attitude, conduct and compliance with safety requirements and regulations.
• Serves as the initial contact for all site-specific health and safety activities.
• Suspends any operation that threatens the health or safety of workers or the public, and immediately notifies the Site Manager and the Corporate H&S Manager, if applicable.
• Takes prudent measures to reduce hazards or to correct unsafe conditions or actions when becoming aware of such unsafe or potentially unsafe work conditions.

• Provides for active worker participation in the project H&S Program; provides information, instruction and training to workers necessary for the protection of their health and safety.

• Advises an employee of the existence of any potential or actual danger to the health or safety of the employee and notifies the Site and Project Managers.
• Assesses risks and identifies, prioritizes and controls hazards on the project, prior to starting work activities and during work activities.
• Recognizes, evaluates, and controls occupational exposures to toxic chemicals, utilizing regulatory and professional reference resources such as Threshold Limit Values (TLVs) by the American Conference of Governmental Industrial Hygienists (ACGIH), OELs, NIOSH Pocket Guide, and others; consults and engages Wood's Certified Industrial Hygienists (CIH), Registered Occupational Hygienists (ROH), and other professionals as needed.
• Implements and maintains project-specific programs, procedures and practices specific to the project for the protection of the health and safety of workers.
• Communicates Wood H&S requirements to subcontractors and ensures their compliance.
• Researches, prepares, distributes and communicates, and distributes, and maintains all safety reports and records as required by the Wood H&S Program;
• Conducts or participates in regular project safety inspections and initiates and completes corrective actions for safety issues and hazards observed.

• Conducts daily and periodic safety meetings with Wood employees and subcontractors, including daily tailgate meetings and safety stand down meetings. Attends safety meetings conducted by other employers at the project site, as applicable;

• Participates in Jobsite Joint Health and Safety Committees, as applicable.
• Provides and maintains stock of personal protective equipment as required by Wood and Client; issues required personal protective equipment (PPE) to workers and enforces its use.
• Initiates and effects the Hazard Communication Program requirements as they are needed. Requests and secures, from all Contractors/subcontractors at the project site, Safety Data Sheets (SDSs) on all products used at the site. Maintains SDSs on products and chemicals being used at the project site.
• Initiates and effects Wood's and Client's H&S training programs, instructs new employees and Project visitors in safe work practices and company safety requirements.
• Provides leadership in timely reporting and managing of incidents and near misses; organizes and maintains the local H&S record keeping; assists Site Manager in investigating incidents and near misses to determine root causes and takes appropriate action to prevent a reoccurrence or similar occurrence; provides leadership in developing and implementing corrective actions. Investigates and corrects (or coordinates correction or avoidance) unsafe conditions.
• Provides and implements required H&S postings and signage.
• Performs the duties of the Officer in Charge (OIC) during emergency situations (with the Site Manager/Construction Manager).
• Implements the provisions of the first aid, fire prevention and emergency response programs.
• Obtains, inspects, and maintains first aid supplies, provides on-site first aid support as necessary.
• Obtains and organizes Wood employee(s) and Contractor/subcontractor employee(s) project specific federal, state, and or local credentials to perform requested work activities.
• Inspects fire extinguishers and ground fault circuit interrupters (electric cordage) at least monthly and arranges for annual inspections.
• Perform respirator fit-testing and medical screening on all approved Wood workers; monitor Contractor performance of these activities, as applicable
• Ensures proper operation, calibration, and storage of required health and safety monitoring equipment.
• Makes sure employees and Contractor/subcontractor stay within their scope of work and job description and do not assist other subcontractor/trades in performing their assigned tasks.

H&S Officers will be expected to actively support project activities by promptly responding to requests for H&S assistance by the Site Manager(s)/Construction Manager(s), field supervisor(s) and project worker(s). This work is generally expected to be outdoors in various weather conditions. This work will be performed in a team environment (other H&S staff, site staff, other employees and other parties who are on site).

Skills / Qualifications

Qualifications:

• Bachelor's degree or College diploma/certificate in Occupational Health and Safety preferred.
• Individuals with previous work experience as a Health and Safety Officer in construction and demolition will be considered.
• Knowledge of Federal (OSHA) guidelines and experience in the implementation of federal, state, and local regulations.
• Proven record of developing, implementing and embedding a strong safety culture on project sites
• Able to quickly react to various situations with strong initiative.
• Able to work with little direction and ability to make sound decisions.
• Excellent communication, both verbal and written, and organizational abilities.
• Flexibility to work outside of normal business hours
• Must pass drug test, entrance physical, and background check and must have a satisfactory driving record in accordance with the Company's driving (MVR) policy
• Computer knowledge of MS Word, Excel, Project, etc.
• OSHA HAZWOPER 40 hour training in accordance with 29CFR1910.120
• OSHA HAZWOPER Site Supervisor
• OSHA 10 or 30 hour Construction Safety
• Asbestos Inspector Accreditation, desired
• All candidates are expected to have a valid driver's license and the ability to travel via ground or air transportation.

Experience

• Four years+ of experience preferred within a health and safety role in construction/demolition industry.
• Has experience with and is knowledgeable of the Federal (OSHA) regulations and requirements. .
• Has experience with the implementation of state and local regulations and requirements in addition to Federal (OSHA) regulations

Knowledge Expectations

• Demonstrated ability to effectively communicate technical safety expectations and issues both written and oral.
• Familiar with relevant federal, state and local legislation, codes, practices, standards.
• Able to effectively deliver H&S training programs and competency assurance.
• Able to effectively conduct risk assessments, incident analysis and near miss investigations and perform and generate root-cause analysis reports.

Physical Labor

H&S Officers are generally not involved in tasks that would be considered heavy labor. However, H&S Officers should expect to perform tasks that require some laborious activities. Project sites are environmentally challenging with all types of weather conditions and some temperature extremes.

You will be expected to walk outdoors (sometimes in rugged terrain) regularly while performing site observations and inspections.

PPE

Site Safety Officer must be capable of wearing all required PPE, including respirators, if required. Site-specific PPE&C will be provided, other than work boots (allowance provided).
