GENERAL SUMMARY/ OVERVIEW STATEMENT:

Receiving general direction from the MGHfC Medical Director, the Chief of Pediatric Hematology and Oncology, Pediatric Primary Care Medical Director, the Associate Chief Nurse, and the MGHfC Executive Director the MGHfC Nurse Director oversees ambulatory nursing practice broadly for pediatrics, oversees the Hematology and Oncology Division inclusive of the Hemophilia Treatment Center and phlebotomy program administratively with direct responsibility for the nursing staff, practice manager, and clinical operations, and provides nursing leadership in pediatric primary care as part of the pediatric primary care leadership team.

The nurse director is accountable for the delivery of consistent, high quality patient and family centered care, promoting the development and satisfaction of nursing and support staff careers, providing operating efficiencies and standardization, and ensuring compliance with hospital and regulatory policies and standards of practice for the Hematology and Oncology Division and phlebotomy program, Primary Care and Specialty Ambulatory Nurses.

Drawing on a broad understanding of hospital and physician group practices and policies, and displaying a high degree of initiative and independent judgment, the incumbent will collaborate closely with MGHfC clinical and administrative leadership to continually assess and direct a wide range of issues, including nursing, operational, personnel and financial management, facilities and systems issues, programmatic development, long-range planning, and project development and development of collaborative and team partnerships within units and interdisciplinary settings, and participation in the Department of Nursing, MGHfC, and MGH groups and committees.

The nurse director serves as part of the MGHfC outpatient leadership team, with emphasis on quality and safety initiatives and implementation of clinical practice standards, operational efficiencies, and standardization, and collaborates with leadership in identification of current and future service needs and shares responsibility for meeting these needs.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Division of Pediatric Hematology and Oncology & Phlebotomy Program

Manages Day-to-Day Practice Operations

  • Oversee and ensures quality nursing services through nursing assessment, planning and evaluation of care for patients in the ambulatory setting.
  • Through partnership with the Division Chief and practice manager, promotes and actively participates in interdisciplinary collaboration in planning and developing programs, policies and procedures for ambulatory patient care in that unit.
  • Is responsible for oversight of the practice operations with support from the practice manager.
  • Collaborates with nursing and hospital educational resources to facilitate learning experiences for staff and students assigned to the unit.
  • Maintains confidentiality, as appropriate, related to personnel management issues.
  • Seeks and acts upon patient, families and staff feedback and initiates appropriate action.
  • Promotes, develops and evaluates processes and systems for patient care; advocates for resources and systems improvements when necessary.
  • Accountable for compliance with hospital and regulatory standards.
  • Negotiates interdepartmental resources, communicates and plans with managers of other patient care units and other department's directors and managers to ensure effective level of service to the unit.
  • Conducts regular staff meetings to ensure dissemination of information and solicit input from all staff members related to policies and procedures, day-to-day operations, etc.
  • Understands, supports, and translates into action the Department of Nursing philosophy and operational goals of the practice, program and Department.

Financial Responsibilities
  • Monitors monthly service statistics and facilitates strategies for improvement in utilization etc.
  • Work with the Chief, Practice Manager, and Executive Director to develop annual operating and capital budgets for all MGPO and GH funds within the Division.
  • Works with the practice manage to monitor MGPO, and GH funds within the Division and oversees billing practices.

Personnel/Supervisory Responsibilities

  • Provides direct supervision to and is responsible for the conduct, operations, and results of the nursing staff, practice manager, Hemophilia Program Manager, and general oversight of the clinical non-nursing staff.
  • Coordinates with Human Resources for the interviewing, hiring, training, and evaluation of all nursing staff and the practice manager.
  • Assigns and prioritizes workloads; evaluates and standardizes office procedures and effectively troubleshoots and resolves issues as they arise.
  • Informs staff of Hospital and Departmental policies and procedures. Ensures that physicians are apprised of issues related to staffing.
  • Works with Division Chief, Finance Administrative Director and Vice Chair to manage the physician compensation plan within the Division.
  • Works with the Division Chief and practice manager to assist with recruitment of all professional staff (for physicians, fellows, post-doctoral fellows, nurse practitioners, etc.)
  • Promotes the development of patient care teams engaging unit-based staff in decision -making process.
  • Collaborates with nursing and hospital educational resources to facilitate learning experiences for staff and students assigned to the unit.
  • Maintains confidentiality, as appropriate, related to personnel management issues.

MGHfC Pediatric Primary Care
  • Work collaboratively with the Medical Director of Pediatric Primary Care and administrative leadership in primary care to formulate the vision and strategic plan for MGHfC primary care, fully incorporating aspects of MGB / MGH strategic plans relevant to primary care clinical services and associated operations improvement.
  • As part of the Primary Care Leadership team, develops an advanced primary care team-based model and aligns primary care operations with population health management efforts. Programs to be integrated included an early childhood initiative, behavioral health integrations, an integrated care management program, practice redesign efforts, etc.
  • Develops strategy for nursing roles and reporting structures across primary care to effectively implement an overall primary care strategy while developing clear nursing career pathways.
  • Assist practice leadership teams with development, implementation, and standardization across practices of new clinical processes, policies, procedures, protocols and standards of care necessary for the coordination and delivery of excellent care.
  • Promotes an environment that is sensitive and responsive to the culturally diverse needs of patients and employees.
  • Accountable for assisting primary care practices with compliance with hospital and regulatory standards including Joint Commission standards in collaboration with the MGHfC Quality and Safety Team.
  • Evaluates the outcomes of patient care broadly in pediatric primary care; uses patient satisfaction information and safety reports to recommend and integrate appropriate changes in collaboration with the pediatric primary care leadership team and MGHfC Quality team.
  • Participate in the Pediatric Primary Care Team Leaders Meeting and other pediatric primary care leadership committees.
  • Represents Primary Care Nursing in hospital and network committees

Personnel/Supervisory Responsibilities
  • Provides direct supervision to and is responsible for the conduct, operations, and results of nurse managers/leaders of each Pediatric Primary Care practice.
  • Coordinates with Practice leadership and Human Resources for the interviewing, hiring, training, and evaluation of all nurse manager/leader positions.
  • Provides direction and consult to primary care nurse mangers/leaders on personnel issues when needed.

MGHfC Outpatient Ambulatory Nursing
  • Assist with development and implementation of new clinical processes, policies, procedures, protocols and standards of care necessary for the coordination and delivery of excellent care.
  • Promotes an environment that is sensitive to the culturally diverse needs of patients and employees.
  • Accountable for partnering with MGHfC Q&S to assist specialty practice leadership teams with compliance with hospital and regulatory standards including Joint Commission standards
  • Evaluates the outcomes of patient care; uses patient satisfaction information and safety reports to recommend and integrate appropriate changes in collaboration with the MGHfC Quality Nurse Coordinator and the MGHfC Quality Manager.
  • Participate as the MGHfC Outpatient Clinical Nursing representative on relevant Committees
  • Participate in the emergency preparedness plan development and response for pediatric patients. Including drills, code cart training, fire safety, etc.
  • Assists practices with review of the appropriate use of equipment, supplies, and physical facilities.
  • Continually evaluates quality and safety performance, identifies improvement opportunities, collaboratively with MGHfC Quality Team.
  • Participate with the MGHfC Quality Team to design and implement quality projects.
  • Collaborates with leadership in identification of current and future service needs and shares responsibility for meeting these needs.
  • Participates in monthly Department of Pediatric Unit Chief Meetings, PCS Ambulatory Nursing Meetings, Nurse Director Meeting, MGHfC Manager meetings, MGHfC Ambulatory Quality and Safety meetings, and other regular meetings as appropriate.

Professional Development
  • Engages in self-performance appraisal on a regular basis, identifying areas of strength as well as areas for professional/ practice development
  • Identifies learning needs and goals on a regular basis and designs a plan to meet them.
  • Maintains necessary clinical and managerial skills through continuing education and direct clinical practice.
  • Establishes self as a resource in areas of the hospital where expertise may be required.

WORKING CONDITIONS:

Normal office and ambulatory practice conditions. May be required to attend meetings outside of regularly scheduled hours.

SUPERVISORY RESPONSIBILITY:

17-20 Direct reports (RN, APNs, Practice Manager, Program Manager) with additional indirect reports through the practice and program manager

Dotted line reporting relationship for additional ambulatory nursing staff

FISCAL RESPONSIBILITY:

Oversees the operating budgets and other associated funds of the Division of Pediatric Hematology and Oncology and the phlebotomy program.

Qualifications
QUALIFICATIONS:

MSN in Nursing required.

Current Massachusetts licensure as a registered nurse

Experience in pediatric outpatient nursing practice required, experience in Hematology and Oncology preferred.

A minimum of five years Management experience required.
