Summary

This position plans, implements, and coordinates human resource management activities within the division to maximize the strategic use of human resources and maintains Human Resources (HR) functions such as administration, compensation, benefits, recruitment, personnel policies, and regulatory compliance.

 



Primary Duties and Responsibilities

  • Develops and administers special human resources projects as requested by management.
  • Prepares personnel forecast based on regional trends to project employment needs.
  • Coordinates and assists management staff at assigned facilities on issues relating to employment, compensation, labor relations, and employee relations with the objective of improving services within the division.
  • Performs difficult staffing duties including dealing with understaffing, conflict resolution, administering disciplinary procedures and conducting employee terminations.
  • Advises managers on human resources policies and procedures and makes recommendations accordingly.
  • May represent organization at personnel-related hearings and investigations.
  • Analyzes statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
  • Administers Compensation, Benefits, and Performance Management systems.
  • Reviews employee exit data to identify reasons for employee turn-over and develops recommendations to improve retention.
  • Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
  • Serves as a link between management, facilities, and employees by handling questions, interpreting and administering contracts and assisting with work-related problem resolution.
  • Advises facility managers in all personnel matters including disciplinary actions, resolving worker or management conflicts, performance management and work improvement plans.
  • Assists facility’s with new employee orientation to foster positive attitude toward facility goals.
  • Assists in ensuring that all new hire paperwork or personnel transactions are completed in a timely manner and follows through to ensure that all information is entered correctly into the Human Resources Information System (HRIS).
  • Completes special projects at management’s request.
  • Resolves personnel issues or grievances.
  • Identifies training needs and develops training programs for the improvement of HR skills in the field.
  • Confers with other departmental heads to coordinate activities.
  • Prepares and maintains employee records for the divisional staff.
  • Maintains job description templates and provides recommendations for updates.
  • Performs other duties as assigned.

 





Minimum Requirements

  • Bachelor’s Degree in Human Resources or related field.
  • Five (5) years of progressive, professional experience as a Human Resources Generalist, some of which includes working in a 24/7 operations environment. Demonstrated experience in leading projects and supervising personnel required. Experience through education, progressive human resources projects, training, or certifications may be taken into consideration based on management’s discretion.
  • Thorough knowledge of statutory employment regulations with a thorough understanding of FLSA, EEO, ADA, OSHA and FMLA requirements. Experience with compliance to the Service Contract Act (SCA) desirable.
  • Experience with California state employment law desirable.
  • Sound judgment and organizational skills.
  • Excellent interpersonal skills with the ability to deal effectively with all levels of employees at the facility, regional office and corporate headquarters.
  • Demonstrated conflict resolution skills.
  • Ability to handle sensitive and confidential information.
  • 25 - 50% travel required.
  • Ability to work with computers and the necessary software typically used by the department.
