Blue Cross of Idaho is seeking a Manager of Service Operations - Enrollment & Billing Services. This individual will lead the operations and develop strategic plans and procedures to enhance operational effectiveness and achieve customer service goals. This role involves implementing initiatives to increase provider and member satisfaction, analyzing key performance metrics to identify training needs and areas for improvement, optimizing workflows, and fostering employee development and engagement.

  • This will be an onsite role at our Meridian, Idaho campus.

Required Experience:
  • Minimum 7 years of relevant experience, including 5 years of leadership experience.

Preferred Experience:
  • Minimum 3 years of experience in health, insurance, and/or finance sectors.
  • 2 years of experience leading Enrollment & Billing Services, in a health plan.

Required Education:
  • Bachelor's Degree or equivalent work experience (Two years of relevant work experience is equivalent to one year of college).

Key Responsibilities:
  • Implement effective operational processes and lead process improvement workgroups within the department and cross-functionally.
  • Develop and interpret policies, procedures, service standards, and workflows to ensure consistent application of practices and compliance with regulations.
  • Oversee compliance activities and associated reporting.
  • Ensure department milestones and goals are met.
  • Provide direction for system development changes.
  • Ensure effective workflows, maximize system efficiencies, monitor quality performance measures, and confirm appropriate completion of work assignments.
  • Provide guidance, counseling, and continuing education to staff. Select, develop, coach, mentor, and assess the performance of staff.
  • Foster employee development and engagement by implementing initiatives that promote a positive work environment, continuous learning, and professional growth.
  • Collaborate with senior leadership to design, develop, and implement focused functional area strategies.
  • Assist in preparing an annual operating budget that reflects the forecasted needs of the department and control expenditures to ensure adherence to approved budgets.
  • Provide service operations support to other areas within the organization.
  • Interpret company and government regulations affecting the functional area and ensure compliance.
  • Perform other duties and responsibilities as assigned.
