The Department of Finance and Administration is seeking a friendly and skilled License and Permit Specialist to join their team.

This position:

  • Provides high-quality front-line customer service experience, education and information to customers regarding City of Boise municipal and state codes, regulations, and licensing procedures
  • Issues meter hood, residential parking and green emission permits
  • Works under general supervision following established policies and procedures


Essential Functions

Provides front-line customer service, education, and information to the public regarding City municipal and state codes, and regulations. Communicates licensing processes effectively and efficiently to the public. Issues meter hood, residential parking, and green emission permits. Provides notary services, maps, bus schedules, tourist and voter information, as well as other general City of Boise information. (40%)

Enters and maintains information in applicable databases. Submits and accepts appropriate confidential background checks and applications. Processes cash, credit, and check payments from customers for items. Maintains a cash drawer using a centralized cashiering program. Reconciles revenue collection from parking meter zones, parking services and business licensing in accordance with cash handling policies. (40%)

Courteously and professionally answers and routes telephone calls. Coordinates, reviews and directs all inquiries received through the generic Clerk and Parking email accounts. Greets and receives visitors and responds to staff inquiries or requests for information. Photocopies, files, tracks and purchases office supplies, sorts and distributes U.S. and inter-departmental mail. Receives and processes public records requests, claims for damage, and court documentation on behalf of the ex-officio City Clerk. Schedules court appearances for individuals disputing parking tickets. Assists City of Boise enforcement personnel with investigations and reports. Provides back-up assistance to other departmental positions. (20%)

Requirements

Required Knowledge, Experience, And Training
  • High school diploma or equivalent
  • 2 years of combined experience performing general administrative, clerical support, customer service and cash handling duties in a departmental or operational group
Functional Knowledge
  • General business office and telephone etiquette, equipment, and procedures
  • Computer operations
  • Record keeping and filing practices
  • General customer service techniques
Ability
  • Multi-task and handle a wide variety of issues
  • Operate a computer with demonstrated proficiency using contemporary and related database, word processing, and spreadsheet software applications with an aptitude to manage multiple applications at the same time at an appropriate level for efficient job performance
  • Independently work in a high-stress environment
  • Read, understand and follow complex laws, ordinances, regulations, rules, and established policies
  • 10-key by touch
  • Apply basic math, as well as spelling and grammatical skills
  • Receive, comprehend and follow verbal instructions
  • Display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion
  • Understand and comply with all rules, policies and regulations
  • Maintain prompt and regular attendance
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation
Preferred Knowledge, Experience, And Training
  • 4 years of experience performing general administrative, clerical support, and customer service duties with significant cash handling responsibilities, and experience interpreting and applying governmental laws and regulations
Licensing And Other Requirements
  • Driver's License
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Criminal Justice Information System background check (CJIS)

Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision. Employees will sit, stand, reach and grasp. Position requires hand/finger dexterity.
