Summary Statement

Performs technical legal case work in support of attorneys practicing both civil and criminal law, drafting pleadings and discoveries, and data entry using a case management system. Analyzes workload processes and implements appropriate changes for improvement. Works collaboratively as a team to handle the high criminal case volume. Answers general inquiries from members of the public and police agencies related to the criminal process. Performs work with considerable self-direction within established office procedures and guidelines.

Essential Functions

Creates new criminal and civil case files. Routinely handles information of a sensitive or confidential nature. Processes incoming criminal legal documents, forms, and records. Inputs data into case management software. Requests additional reports, witness statements, and follow-up investigations as necessary. Analyzes police reports, citations and documents for accuracy. Evaluates and ensures all newly received documents conform to established policies and regulations. Drafts or prepares a variety of legal documents, briefs, and pleadings for attorney review and signature. Files documents with appropriate authority, agency, or court. Organizes court documents for assigned attorneys prior to appearing in court. Researches and obtains officer audio recordings, 911 and video recordings as well as other media files and records from victims and witnesses in cases. Checks prior criminal records, license, and registration status for each defendant from the statewide court system during the arraignment process and as needed thereafter. Responds to discovery deadlines and redacts protected personal contact, private and identifying information from police reports on criminal cases in compliance with Idaho statute. Converts documents and transfers all electronic case correspondence and discovery material through the web to outside counsel and tracks and monitors retrieval. Manages and organizes the electronic files in the case management system. Electronically processes, checks, and assigns tasks to staff and handling attorneys using the criminal case management system. Prepares, manages, prioritizes and tracks a significant volume of criminal cases from the filing process through the criminal adjudication process. Monitors and tracks the status of defendants? probation for compliance and generates warrants of arrest for failure to comply. Prepares, tracks and monitors the cases involved in specialty courts. Tracks the closing of court files to ensure accurate court disposition, restitution and property disposal is entered for various agencies to retrieve. Utilizes legal resources and databases to conduct legal research for file preparation. Reviews files, documents, and other information which may require correspondence with internal and external parties in order to determine appropriate course of action in complex situations. (70%)

Analyzes and processes appeal briefs to the Supreme Court for accurate citation rule compliance and completeness. Monitors the appeal brief filing timelines, attorneys and staff tasks. Compiles, binds and files briefs in a timely manner. Processes and tracks incoming felony conflict cases to ensure legal correspondence, court filings, deadlines and court appearances are scheduled and processed accurately and within court deadlines. Reviews, pilots and suggests various automated solutions. Analyzes and assesses ways to process criminal work more quickly. Proposes policies, procedures and plans in an effort to anticipate the ever changing criminal court process. Provides technical assistance to attorneys, staff, defense attorneys, police agencies, expert witnesses and the general public. Consults with other agencies and departments for routing, requesting and handling certified judgments, retrieval of criminal correspondence and questions necessary to aid in prosecution. Organizes attorney court schedules in order to ensure proper coverage of caseloads. Anticipates schedule conflicts by reviewing attorney's schedules, checks calendars, and makes recommendations for changes as appropriate. Assists incoming visitors and phone callers by responding to criminal and civil inquiries and needs. Responds to information requests and provides legal information about court processes, court rules, court records, and forms. Continually evaluates, monitors, and reviews internal communication operations and procedures to identify potential improvements in overall efficiency. (30%)

Requirements

Required Knowledge, Experience, And Training
Requires education and/or experience to attain the following:

Associate's degree in Paralegal Studies, Criminal Justice, Business Administration, Public Administration or related field and two years of progressively responsible experience in public administration, professional law office, or public safety agency performing advanced administrative support duties, or an equivalent combination of education and/or experience.

Working knowledge of standard office practices, methods, and equipment including contemporary computer software used in word processing, spreadsheets and databases; good command of the English language to include correct spelling, punctuation, and grammar.

Ability to type a minimum 50 wpm; interpret legal documents, governing regulations, policies, and procedures under the supervision of an attorney; ability to prepare detailed reports, provide issue analysis; communicate effectively orally and in writing; research, analyze and interpret statistical data to draw conclusions, correct problems and recommend solutions. Effectively explain departmental and court policies and procedures; maintain a high level of confidentiality; remain calm in stressful situation and deal courteously, professionally, and firmly with individuals who may be emotional in order to convey critical information; operate a personal computer using word processing, database, e-mail, document management, imaging/scanning, and/or spreadsheet software; consolidate information from various sources into a prescribed format; manage high-volume caseload responsibilities with continuous interruptions and occasionally conflicting priorities; use correct English grammar, punctuation and spelling; work independently and in a team environment using appropriate discretion and judgment, occasionally with minimal direct supervision; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Preferred Knowledge, Experience, And Training
Bachelor's degree in Criminal Justice, Business Administration, Public Administration or related field and two years of experience performing advanced administrative support duties in a departmental or operational group providing administrative and/or clerical support in a legal environment, with emphasis on drafting, analyzing and/or organizing legal documents.

Functional knowledge of legal terminology, forms, methods, and procedures; what legal information can be provided by support staff and what can only be provided by a licensed attorney; legal/litigation procedures; citation rules; rules of the court; the discovery process; trial preparation processes; case file management.
