This role supports the Contingent Workforce Program enterprise-wide serving our internal customers, vendors and contingent workers in an HR Center of Excellence. The scope of the Program includes both vendor and direct-sourced SOW workers, internal contingent teams and staff augmentation contractors. Key responsibilities include serving as the central point of contact for vendors and internal customers pertaining to contingent workforce implementing and administering processes and policies, obtaining and analyzing data and metrics about program and vendor performance, and ensuring program compliance and day-to-day vendor management around third party workers. This role also provides technical support for the VMS (Vendor Management System) for internal and external customers.

We are a Talent-First program sitting in the Talent Management Organziation within Human Resources. We have tight and close ties to Procurement/Vendor Management and Risk/Legal/Compliance as well as several other stakeholder groups.

Responsibilities include, but are not limited to:

  • Partners with hiring managers to advise, educate and influence on a wide range of Contingent Workforce issues.
  • Conducts complex and in-depth research and analysis around policy and process development, data analytics, vendor performance and workforce analytics.
  • Engages and oversees appropriate vendor partners in sourcing candidates for open positions and serve and the point of contact for both hiring managers and vendors for assigned requisitions, including negotiating and extending offers.
  • Provides hiring managers with full life cycle support for contingent workers from needs assessment and sourcing approach recommendation to off-boarding.
  • Assists with development and provides administration of contingent workforce policies, guidelines and processes and best practices, including on-going training and education to other teams and hiring managers.
  • Serves as the point of contact for all HR-related, process or technical support pertaining to contingent workers and the VNDLY VMS system.
  • Acts as the liaison for vendors to provide guidance, governance and point of escalation. Manages the day to day operational and vendor management functions.
  • Manages internal contingent worker resourcing and utilization, proactively advising on hiring needs, managing assignment lifecycle, deploying talent and serving as the liaison between hiring managers and internal contingent workers.
  • Ensures program SLAs are met through metrics, reporting and operational oversight and supervision.
  • Participates in the production and delivery of business reviews and other stakeholder presentations within the HR Center of Excellence.

  • May lead projects or project steps for HR initiatives
  • Option to work full time remote

Qualifications:

  • Experience with contingent workforce program support or a related role
  • Project management and problem-solving skills to facilitate timely completion of simultaneous projects both independently and with others.
  • Strong interpersonal skills to collaborate effectively, building strategic relationships with associates at all levels and to focus on achieving results.
  • Demonstrated strength in written and verbal communication skills to effectively conduct needs assessments, convey important information, and promote recommended solutions.
  • Ability to think collaboratively to influence and help support the enterprise Contingent Workforce strategy
  • Ability to lead, direct and influence change with key stakeholders
  • Ability to represent Securian Financial externally in a professional manner and provide excellent customer service both internally and externally
  • Ability to think critically and use a broad range of complex information to identify recommendations and solutions.
  • MS Excel proficiency


Preferred Qualifications:

  • Broad HR background (compensation, talent, EE relations) as it pertains to a contingent workforce
  • Previous system administration experience with a VMS, HCM or ticketing-related system (e.g. VNDLY, Workday, ServiceNow) including understanding of user roles, permissioning, workflows, and troubleshooting
  • Experience with employment law including FLSA, employment classification, IC compliance and immigration
  • Vendor management experience including SLA and performance metric management for staffing suppliers
  • Buyer-side VMS experience
  • Bachelor's degree in related field
