Summary Statement

The CIty of Boise is currently recruiting for an experienced and creative GIS Senior Engineer to support and drive the innovations of our growing community.
This position:

  • Applies expert knowledge of Geographic Information Systems (GIS) to a variety of projects
  • Manages and provides technical expertise on projects with a GIS or spatial component
  • Conceptualizes, develops, administers, and maintains the City's enterprise GIS and related web and desktop GIS applications and data
  • Acts as a technical advisor and mentor to department GIS analysts and users
  • Is performed and technical decisions are made with a high degree of latitude for independent judgment, under general supervision

Essential Functions

Analyzes current business processes and procedures, and recommends improvements, simplifications, and GIS solutions. Presents solutions to process business owners. Identifies problems and reviews related information to develop and evaluate options and implement solutions. Works with customers to learn specific design requirements and develops appropriate GIS applications. Develops and executes test plans that thoroughly test applications and allow for quality implementation of new or modified applications. Provides functional training to both end-users and power users as needed. (40%)

Architect, design, create, and maintain the organization's GIS architecture. Responsible for the installation and life cycle support of GIS systems and processing. Applies GIS expertise on current and potential future sources and uses of GIS technology, and the quality and relationships between GIS and other relational data sets. Identifies, analyzes, and troubleshoots complex problems. Plans strategically for existing and future GIS data growth and changes. Ensures optimal performance and scalability and actively works to understand and facilitate the capture, retention, and use of GIS information. Provides technical leadership and support to new and existing large-scale systems and databases in a multi-platform environment of enterprise-level applications. Performs maintenance on systems such as security and software updates. (40%)

Administers enterprise spatial data to improve, protect, and manage the efficient utilization of GIS software and services. Identifies, creates, and procures external spatial data sources and coordinates integration with appropriate City applications. Manages and evaluates enterprise spatial data to ensure it's available, usable, reliable, and secure. Addresses all actual and potential issues or refers to the manager as necessary. (10%)

Creates and/or provides technical input into RFQ/RFI/RFPs for the department and/or city-wide GIS initiatives. Utilizing specialized expert-level technical knowledge acts as a consultant on department and/or citywide software selection and implementation. Utilizes specialized technical skills to provide core, expert level, Tier 3 specialized support for GIS-related department and Citywide projects. Works with teams and managers to achieve City objectives. Mentors department GIS analysts and users. Provides input for the budget. (10%)

Requirements

Required Knowledge, Experience, And Training
  • Bachelor's degree in Geography, Geographic Information Systems, or similar discipline
  • 5 years of progressively responsible experience managing large and complex technology projects and/or administrating ArcGIS Enterprise software applications
  • Or an equivalent combination of education
Knowledge
  • Development, installation, configuration, tuning, and support of GIS and supporting software, data, and supporting infrastructure
  • Systems analysis, design methodology, and project management techniques
  • Esri Enterprise Suite of software
  • Principles and practices of GIS
  • Industry trends in GIS and IT
  • Principles of design and development for geodatabase and relational database systems and concepts associated with storage of spatial data
  • Managing GIS data versioning in a multi-editor environment
  • Cartographic principles including map projections, datums, spatial data types, and formats, topology; object-oriented programming languages including Python, JavaScript, ArcObjects, and T-SQL programming languages
  • Windows operating system and administration
  • Relational databases MSSQL Server, SSIS, JSON, XML, FTP; desktop and server technologies
  • Systems analysis, design methodology, and project management techniques
  • Development of scripts and applications to automate support of GIS environment using Python, Jupyter Notebook, scheduled tasks, and other relevant tools
Ability
  • Operate GIS software and equipment
  • Analyze information and evaluates results to choose the best solution and solve problems
  • Identify underlying principles, reasons, or facts of information by breaking down information or data into separate parts
  • Apply critical and/or abstract thinking in the resolution of various routine and/or complex problems; interpret maps, charts, legal descriptions, and engineering drawings in order to capture relevant data
  • Design and develop a variety of GIS applications
  • Develop and provide training to system users; effectively provide troubleshooting services to GIS users as requested
  • Work independently with technical accuracy; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations
  • Communicate effectively in the English language at a level necessary for efficient job performance
  • Complete assignments in a timely fashion; understand and comply with all rules, policies, and regulations
  • Maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation
  • Capable of operating vehicles safely and have an acceptable driving record
Preferred Knowledge, Experience, And Training
  • Master's degree in Geography, Computer Science, Geographic Information Systems or related field
  • 7 years of progressively responsible experience utilizing ArcGIS server software applications
  • Or 7 years progressively responsible experience performing geospatial web administration and/or IT/GIS project management
  • Or an equivalent combination of education and/or experience
  • P rogramming/scripting skills utilizing VB.Net, C#, and/or Python
  • One or more of the following:
    • GIS Certified Professional (GISP) Certification
    • Esri Technical Certification
    • Microsoft Certified Application Developer (MCAD)
    • Project Management Professional (PMP) certification

Licensing And Other Requirements
  • Valid state-issued driver's license
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Criminal Justice Information System background check (CJIS)

Working Environment
The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
