Project Overview:

Provide Financial/Budget Management Support to the Department of the Air Force Surgeon General's Manpower, Personnel and Resources Directorate (AF SG1/8), Air Force Medical Readiness Agency (AFMRA) Manpower & Comptroller (AFMRA/SG1/8), and the AF/SG MHS Governance Office

Primary Responsibilities:

  • Manage as AFSAT's Defense Health Program Acceleration Costs reimbursement program as well as Defense Institute of medical Operations' (DIMO) reimbursement program for international Medical Training Team (MTT) Missions
  • Build funding documents for various requirements within DEAMS (Defense Enterprise Accounting System) and Legacy accounting systems to include Form 9s, Misc Open report document MORDs, MIPR Acceptances, 1269s/1269Ds, Journal Vouchers, 1080s, 1081s, 1034s, 4009s, and1164s.
  • Conduct weekly and monthly Status of Funds briefings with leadership using the Budget Execution Report and annual Spend Plan to highlight funding status, forecast upcoming program requirements, and troubleshoot any potential or recurring problem areas within a program's budget
  • Create spend plans for assigned programs based on historical data and annual program requirements - Run financial reports such as Selective Transaction History STH, Open Budget list OBL, and Open Document Listing ODL using various accounting systems to track funding status and ensure payments are being processed accurately and within a timely manner
  • Apply Financial Management knowledge according to Air Force Instruction regulations to complete and problem solve work assignments as well as communicate/enforce Air Force standards with customers Manage Government Purchase Card program for assigned organizations
  • Apply financial analytics and decision support on various projects (i.e., contract execution, reimbursements, etc.) to reconcile any current/prior year financial or systemic discrepancies that may result in mission failure
  • Coordinate with DFAS to ascertain funding propriety and efficiency while processing funding requirements Provide training as needed to coworkers and customers regarding financial management practices and system processes.

Required Skills & Qualifications:
  • Candidates must have a minimum of a bachelor's degree with a strong concentration in accounting, finance, business, public administration, economics, statistics, political science, or sociology.
  • Must demonstrate the knowledge and ability to prepare financial documents for budget distribution using DOD appropriations
  • Must have experience with DEAMS (Defense Enterprise Accounting System)

Desired Skills & Qualifications:
  • Customer orientated Advanced Excel skills, ability to work with lookups and pivot tables
  • Proficiency in Microsoft Word, Outlook and PowerPoint
  • Strong organizational, analytical and interpersonal skills
  • Strong verbal and written communication skills.

Education/Experience:
  • 8 years' experience in a federal, state, or commercial sector performing duties for finance and budget administration.
