Position OverviewThe University of Kansas seeks an Electrical Engineer to provide project management/engineering support on a wide range of capital facility projects including both new and existing construction. This position will work with strategic leaders on campus master planning issues as well as prepare, manage, and oversee a highly diverse and complex design options, construction documents, etc. The successful candidate will have experience in managing multiple projects, have excellent communication skills to work with a variety of stakeholders and contractors, a background in project construction and has a strong background in electrical design, code requirements and safety.

Job Description25% Project Management for Evaluation and Rough Order of Magnitude (ROM).

  • Serve as Project Manager (PM) on assigned projects or as engineering support.
  • Coordinate with other KU departments including but not limited to Facilities Services (FS), Space Management, Information Technology, and Environment, Health & Safety during the project Evaluation phase. Review and make decisions regarding complex design concepts.
  • Prepares ROM cost estimates for various phases of the project that include all project costs or assists the PM in estimate prep.
  • Takes a lead role in preparing engineering needs/programs for projects over $1,000,000.

35% Project Management/Engineering Support for Schematic Design, Design Development, Construction, Actuals, and Resolution.
  • Prepare/manage highly diverse/complex design development options and construction documents within the approved funding limits from the project need analysis phase through project construction, with a focus on the design and construction.
  • Review/make decisions regarding complex designs.
  • Prepare/manage the prep of the code footprints as needed to comply with the State of Kansas, Office of Facilities Planning and Management (OFPM) policies.
  • Prepare/oversee the prep of construction documents & the prep of the detailed specifications using Master Spec.
  • Work with KU FS delegated representative(s) during project development & construction.
  • Provide construction administration services as either PM or in a support role. If serving as Construction Manager, coordinate with & manage the project under guidance & direction from the PM. Initiate/conduct project pre-construction conferences which include all involved parties.
  • File & distribute project communications & approved shop drawings.
  • Make periodic site visits at appropriate intervals to review & observe progress/details of construction work, reporting questionable items to A/E for appropriate follow up action/directions to the Contractor. Identify field problems & work with the project team to develop solutions.
  • Receive departmental requests for changes to the work, prepare technical description of changes & forward to PM & A/E to request pricing proposals.
  • Review proposed design changes & change order proposals, & forward written recommendations to the FPD PM, A/E and Contractor. Schedule substantial completion, final & warranty inspections & assist the A/E in developing a punch list of incomplete or unsatisfactory work for the Contractor to complete.
  • Ensure punch list & warranty items are completed in a timely manner.
  • Assist FS in solving unforeseen design problems, interpreting the design intent, preparing documents for contractual changes, & participating in final inspections. Serve as a representative of KU's interests.
  • All work shall be performed in accordance with the By-Laws of the State Board of Technical Profession, Policies & Procedures of OFPM, KU's design standards & applicable codes.

15% - Ensures the success of electrical capital projects & physical improvements by coordinating with the University Engineer (UE), FS, & Center for Sustainability from installation & commissioning of electrical systems & prep for occupancy, continuing throughout life of the facilities; & works with Campus Operations to develop solutions to facility-related electrical problems.
  • Advises the University Architect/Director of Facilities Planning and Development (FPD), UE & senior members of administration as requested regarding planning, design, & construction issues requiring electrical engineering expertise.
  • Leads in ensuring that electrical engineering aspects of construction projects are in compliance with state & federal regulations by assisting in development & enforcement of University policies & procedures for all facets of planning, design, & construction, including consultant selection & award of contracts for consultant services, advertising, bidding, & award of contracts, bonding & insurance requirements, & project close-out.
  • Protects KU from unqualified electrical consultants/contractors by maintaining records of performance of contractors/consultants, rendering an evaluation, & using the documentation to support selection of best qualified firm for the project.
  • Assists in facilitating compliance of KU with accessibility requirements mandated by the Americans with Disabilities Act (ADA) by understanding the requirements of ADA, reviewing physical accessibility of structures relating to electrical systems, advising UE of deficiencies meeting ADA requirements, & making recommendations for compliance including costs & scope of compliance modifications.
  • Promotes & supports KU's statement on sustainability by planning, designing, & constructing capital projects & physical improvements to meet standards.
  • Advises the University Architect/Director of FPD, UE & senior administration as requested regarding condition of existing KU buildings & facilities, including compliance with building codes & life safety requirements as well as physical condition, as it pertains to electrical fire protection, audio/visual systems, & associated utilities infrastructure & provides recommendations for actions to correct deficient/unsafe conditions in facilities.
  • Assists in prep of annual state appropriations request by assisting in the development of the electrical engineering aspects of capital renewal projects supporting campus master plan.

15% - Directs the development & maintenance of the electrical engineering aspects of the campus master plan by considering the program & growth needs of KU & applying engineering expertise to determine the effect future facilities might have on existing infrastructure & requirements for expansion of infrastructure.
  • Participates with campus leaders to gather infrastructure needs as it relates to the campus master plan, capital facilities/projects, & physical improvements."
  • Ensures that initiated construction projects are completed, & electrical needs are met.

10% - Assists in developing & maintaining departmental policies, guidelines, & standards applicable to the KU & assists with dissemination of information by various means, including face-to-face interactions, published guidelines, & web pages.
  • Develops & maintains electrical design standards & quality expectations for campus construction projects, especially standards that apply to electrical, fire protection, audio/visual systems, & utilities infrastructure, & communicates them to consultants, contractors, & others performing design, project services and construction.
  • Facilitates a work environment that encourages knowledge of, respect for, & development of skills to engage those of other cultures or backgrounds.
  • Remains competent & current through self-directed professional reading, developing professional contacts with colleagues, professional development, maintaining required & appropriate professional designations, & attending training and/or courses as directed by supervisor.
  • Contributes to the overall success of FPD by performing all other duties & responsibilities as assigned.
Position RequirementsPosition is located on the Lawrence campus. Required Qualifications
  1. Bachelor's degree in Electrical Engineering.
  2. Holds a current licensed with the State of Kansas as a Professional Engineer or is able to acquire a State of Kansas Professional license within 6 months of hire.
  3. Minimum of five (5) years' experience working as an electrical engineer in an architectural, landscape architecture or engineering office.
  4. Knowledge and understanding of current building codes, construction practices and safety guidelines.
  5. Strong written and verbal communication skills as demonstrated through application materials, interview ad references.
  6. Previous project management experience and direct experience working/managing multiple projects simultaneously.
  7. Basic computer skills and experience using Microsoft Office applications, or the equivalent
Preferred Qualifications
  1. State of Kansas, Licensed Professional Engineer.
  2. Experience working with AutoCAD and other CAD, graphics or imaging software; advanced computer skills.
  3. Not less than seven (7) years of experience working in an A/E office, or in a related building construction field.
  4. Experience in a field/construction administration role.
  5. Experience managing the design and/or construction of university, college, educational or governmental facilities.
  6. LEED AP certification or working toward achieving.
  7. Ability to work cooperatively and collaboratively in an occasionally stressful environment.
