We are looking for an HR Director to join our team and monitor all Human Resources functions.

HR Manager responsibilities include preparing employee packages, setting up company policies and maintaining updated employee records. To be successful in this role, you should have a good understanding and solid knowledge of labor legislation. Experience in the construction industry. Ultimately, you will foster a healthy workplace by ensuring our HR procedures run smoothly at all times.
What You Will Be Doing Position Summary
The Human Resources Director is responsible for directing the planning, development, implementation, administration, and budgeting of most or all of the human resources functions including, but not limited to, the following: employment, recruitment, employee relations, EEO, compensation/benefits, and organizational development. Develop and drive creative HR initiatives and activities. Advise company management in human resources policy and program matters.
Duties and Responsibilities
The essential functions include, but are not limited to the following:
"Oversee and manage the Human Resources department; plan, organize, and control all activities of the department
"Develop and administer various human resources plans and procedures for all company personnel; participate in developing department goals, objectives, and systems
"Implement and annually update compensation programs, analyze compensation, and monitor performance evaluation program and revise as necessary
"Develop, recommend, and implement personnel policies and procedures, prepare and maintain employee handbook
"Perform benefit administration to include claims resolution, invoice approval, and annual re-evaluation of policies for cost effectiveness, information activities program, and cash flow
"Establish and maintain department records and reports; recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed
"Perform other duties as assigned
Minimum Qualifications (Knowledge, Skills, and Abilities)
"Bachelors degree in Business or related field preferred
"A minimum of seven years related HR experience, at least five of these years in a management role
"Broad generalist background including coaching and counseling, performance management, employee involvement, teambuilding, as well as compensation and benefits
"Thorough knowledge of HR principles and federal/local regulations
"Experience in implementing and administering performance programs, preferably in a company that put strong emphasis on performance metrics
"Must have demonstrated success in recruiting and retaining diverse employee talent, including creating and implementing recruitment strategies
"Exceptional project and personnel management skills
"Excellent ability to multi-task and prioritize in a busy, fast-growth environment
"Proficiency in MS Word, Excel and Power Point is essential
"Exhibit extraordinary discretion, flexibility, and willingness to work closely with our senior management team

Manage the HR & Payroll Administrator:
Provide training and support for all things related to payroll and human resources
Ensure payroll is processed and booked in a timely manner
Ensure benefits are paid and booked in a timely manner
Ensure monthly WC reporting is accurate and done in a timely manner
Act as backup when necessary

Manage the Facilities & Events Manager:
Provide training and support for all things related to facilities and events
Ensure that employees requests are being handled properly and in a timely manner
Ensure that events are scheduled and hosted appropriately
Act as backup when necessary

Act as head of the Birthday Committee:
Lead monthly meeting to discuss upcoming birthdays for each location
Assign duties for each member
Coordinate decorating and cake orders for each office

Hiring:
Post open jobs to online sites
Work with recruiter if needed to find candidates
Review resumes
Send qualified resumes to managers to review and provide feedback
Schedule interviews with candidates and send calendar invitations to attendees
Perform reference checks for qualified candidates
Conduct interviews
Do background checks if needed
Pull driving record if needed
Work with managers to determine starting pay
Send offer letters
Send welcome email
Generate and send onboarding link to new hire
Send new hire emails to IT, facilities, accounting, scheduling, commercial, HR
Send new hire 2-week training schedule
Prepare office or cubicle (if in Houston)
Coordinate with office manager to prepare office or cubicle (if outside of Houston)
Make sure IT ships all equipment to office (if outside of Houston)
Send announcement emails to management
Announce on Teams chat
Send benefit enrollment email to new hire
Send PTO request instructions to new hire
Add new hires birthday to calendar and share with Birthday Committee members
Set 90-day review calendar invitation (me + manager)
Set annual review calendar invitation (me)
Go over onboarding paperwork on first day
Walk around the office to introduce the new hire (if in Houston)

Write Up, PIP, Termination, Resignation, Other:
Discuss with managers and provide support and ideas to determine the best option for the situation
Provide managers with documents needed for each situation
If PIP is used, set calendar reminders for the manager to follow-up with the employee to track progress
Act as a witness for write ups, terminations, PIPs, and all other disciplinary situations
If an employee resigns, request formal resignation and if none is provided, type up resignation confirmation
If termination, provide write up and termination confirmation to manager for employee to sign
If PGP is used, set calendar reminders for the manager to follow-up with the employee to track progress
If an employee is a no call, no show then type of job abandonment letter and ship their belongings to the address on file
If termination, resignation, job abandonment, send notifications to IT, facilities, accounting, scheduling, commercial, HR to remove access
Send announcement email to management
Conduct exit interviews
Terminate employee in Paylocitys payroll, human resources, and benefits portal
Make notes for final payroll check and adjust deductions if necessary
Remove birthday from calendar
Remove name plaque and ship any personal items left behind to their home address
Coordinate with manager and IT to get all equipment shipped to the corporate office

Benefits:
Attend weekly meetings with the broker to stay in communication and talk about issues
Assist employees with questions regarding their benefits
Send employees information and documents to complete for changes to their policies
Create new enrollment window in Paylocity for employees who have had a QLE and assist them with the enrollment process
Assist employees with questions regarding their 401k
Contact carriers on behalf of the employee to resolve issues
Work directly with the broker to shop carriers and prepare for annual open enrollment
Monitor new hire enrollments weekly and make corrections or adjustments as needed
Review and make corrections weekly to EDI feed for all carriers
Communicate with carriers, broker, and Paylocity to ensure issues are resolved
Work with the broker to create new benefit book
Send out open enrollment email and calendar invite to all employees
Send out reminder emails to employees to enroll in their benefits
Monitor and track enrollment progress
Work with the carriers, broker, and Paylocity to ensure all enrollments have been processed correctly
Attend implementations meetings with the carriers, broker, and Paylocity
Register for online portal access for new carriers
Pay monthly billing statements online for each carrier
Assist and attend WC audits
Communicate with John Hancock (401k provider) to ensure accuracy of enrolled employees information and elections
Provide documents, assist with audits, create census reports for Loren D. Stark (retirement plan consultant) to ensure compliance and eligibility for our retirement plan
Distribute annual notices, disclosures, and updates or messages regarding 401k to employees

TWC:
Review, scan, and reply to all correspondence from TWC
Handle all unemployment cases and provide TWC with appropriate documentation
Attend all appeal hearings for unemployment cases
Handle all wage dispute cases and provide TWC with appropriate documentation
Attend all wage dispute hearings
Communicate TWC updates regarding tax codes or rates to Paylocity
Review quarterly unemployment statements

New Companies:
Gather all documents related to the new company and file for tax codes in that state and city or county if needed
Communicate new tax codes and rates to Paylocity
Schedule meetings with Paylocity to create new company within the set
Negotiate, review, and sign contract for new company within Paylocity
Attend Paylocity implementation meetings for payroll, human resources, time and labor, onboarding, and benefits
Attend implementation meetings with the broker, carriers, and Paylocity to ensure all current carrier information and pricing is accurate and EDI feeds are set up correctly
Run test payroll, new hire, termination, benefit enrollment, clock in/out, and PTO request in the new company and send feedback to Paylocity for corrections
Create cost centers, groups, and pay codes within the new company
Add all company documents and resources to the self-service portal for employees to access
Onboard employees and configure individuals for management access if needed

Employee Relations:
Assist employees with questions or concerns regarding pay, performance, and benefits
Counsel employees regarding work issues, family problems, or personal problems
Provide support and guidance to all employees regarding write ups, grievances, issues, or problems
Investigate employee complaints and issues
Act as mediator when conflicts, issues, or grievances occur
Communicate company policies and procedures to employees
Develop plans for maintaining and growing the company culture
Devise strategies for training, performance evaluations, reviews, and individual development to support employees
Create and implement new protocols and policies to ensure company compliance and safety

TriCoast:
Onboard new hires
Handle employee terminations
Monitor and update employee timecards
Process payroll (Amy)
Manage 401k account, enroll new hires, make updates/changes for employees, and make bi-weekly payments
Manage benefits, enroll new hires, terminate employees from the plans, make updates/changes for employees, and make monthly payments
Assist employees with questions regarding payroll, benefits, and 401k
Assist executives with whatever they need regarding payroll or human resources

Miscellaneous:
Manage, maintain, and track 90-day review forms and meetings, and annual review forms and meetings
Manage, maintain, and track employee incentive program forms, incentive goals forms and progress
Maintain and update company credit card policy
Maintain and update company vehicle policy
Maintain and update incident and accident forms
Maintain and update write up forms, PIP, PGP, and termination forms
Maintain and update employee handbook and all other forms and documents
Create and distribute company surveys to employees
Maintain employee records
Plan and attend career fairs
Record and track subcontractors vacation time
Work closely with IT on equipment issues and needs for each office
Complete VOEs when requested
Send calendar invitations for submitted and approved PTO requests
Update timecards when needed
Check in on employees who are out sick or out for family emergencies
Maintain relationships with staffing agencies
Create annual holiday schedule and send out to employees
Create annual payroll schedule and send out to employees
Answer phone calls, emails, text messages from employees and vendors
What You Need for this Position Requirements
- Proven work experience as an HR Leader with minimum 10 years experience in an HR leadership role
- Hands-on experience with Human Resources Information Systems (HRIS)
- Solid understanding of labor legislation and payroll process
- Excellent verbal and written communication skills
- Good problem-solving abilities
- Team management skills
- Experience may substitute for Education in field, based on knowledge
