Position Details:

Summary of Duties:

Serve as the Financial/Administrative Officer for the College of Nursing. Responsible for the overall financial, administrative and personnel support functions of the college. Serves as a principal consultant and adviser to the Dean of the college on a wide range of fiscal, management and personnel related issues. Acts on behalf of the Dean as an appointing authority, in creating college policies, and providing leadership and coordination on legal matters requiring guidance.

Duties Performed:

35% Budget and Planning

  • Administer and implement the budgetary and financial policies of the College for all funding types within WSU.
  • Responsible for development of the annual and biennial College's operating, PBL and capital budgets including OMNIBUS and MCI funding, overseeing college service centers, all self-sustaining income from course fees, summer session and distance education, grant funding administration, development funding via the WSU Foundation including donations for scholarships, endowments, revenue from contracts and indirect cost recovery funding as well as temporary and permanent commitments to the college from all sources.
  • Responsible for preparing a comprehensive budget plan for the college for use by the Dean, Associate Deans, Program Directors and Unit Heads.
  • Provide effective accounting controls and maintain the integrity of financial records.
  • Design, implement and administer an internal accounting system for the purpose of tracking revenue and expenditures for up-to-date accounting of financial activities as well internal and external audits for WSU, the state and other outside reviewers.
  • Assist Associate Dean for Academic Affairs with the teaching assignment process to assure the accuracy of assigned effort, buyout for grant funding, and management of instructional effort and funding.
  • Prepares College wide report for projecting cost per student FTE for each program. Includes reporting on funding directly managed by the College for sites in Spokane and Yakima, and indirectly for Tri-Cities and Vancouver.

25% Fiscal Management

  • Strategic oversight of business and fiscal services for the college including: financial reporting, accounts receivable and payable, purchasing, personnel, payroll, travel, property inventory, grant and contract administration, facilities, space allocations, minor capital projects, and external contracts.
  • Compile and analyze financial, business and personnel information for all units within the college. Assist unit heads to evaluate unit budget and performance.
  • Monitor budget status and recommend corrective action if necessary on all funding types to the college.
  • Strategic oversight reports to Central Administration on the value of compensating balances at year end, evaluating the risk management for the college and use of current space related to teaching and research.
  • Analyze internal financial requests and makes recommendations.
  • Oversee the processing of revenue, expenditure, personnel and position control documents area-wide as well as LWOP, sabbatical and accrual requests.
  • Process mass salary increases according to WSU and Faculty policies.

20% Personnel

  • Oversee finance office staff, the grants and contracts financial staff and the central administrative staff . Responsible to recruit, hire, oversee training and the assigning of duties and the evaluating of those employee's performance.
  • Liaison between the college and HRS on personnel matters including audits by external parties on legal issues involving the AG's office or external attorneys.
  • Provide leadership and guidance in the management of hard and electronic files for the tracking and reporting of personnel and position records.
  • Use judgment to determine when to involve the Dean in personnel matters and serve as an appointing authority for the college.
  • Oversees and manages personnel processes across the multiple locations of the College.
  • Ensures compliance with existing University procedures for new hires and changes in assignments including corrective and disciplinary action.
  • Coordinates employment issues between employees and other responsible university departments and supervisors. Refers employees to appropriate college unit and/or WSU office as necessary.
  • Assesses organizational efficiency by monitoring staff workflow on an ongoing basis and makes adjustments to optimize staff functioning.

10% Miscellaneous Duties

  • Independently performs a variety of duties on own initiative or as requested by the Dean.
  • Manages/monitors sensitive programs, projects, activities and budgets as required by the Dean.
  • Supervises and/or prepares various other required administrative, business, and academic statistical reports and records for the dean, university and external agencies.
  • Recommends, implements, and writes financial policies for the college.
  • Serves on various university, college and external committees regarding finances, grants & contracts, operational efficiency and related matters.
  • Identifies staff development needs of Finance and Operations office staff and negotiates a plan to address these needs annually with the Dean.
  • Other duties as assigned by the Dean.

5% University and Campus Relations

  • Maintains liaison with university administrative offices and other campuses for matters affecting the College of Nursing. These contacts require discretion, and at times involve sensitive and confidential information.
  • Some of the University administrative offices include Provost's Office, Budget Office, Vice President of Business and Finance, Sponsored Projects Services, Institutional Research, Graduate School, Office of Grant and Research Development, Advancement Services, and other College Dean's offices. Also includes Spokane, Tri-Cities and Vancouver campuses.

5% Other

  • Perform other duties as assigned


Required Qualifications:

A Bachelor's degree in Business Administration, Public Administration or closely related field with an accounting emphasis and five (5) years of progressively responsible experience in accounting and business management which has included supervisory and facilities management experience. A Master's degree in Business Administration, Public Administration or closely related field and/or CPA certification may be substituted for one (1) year of the required work experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Additional Requirements:

  • Ability to travel overnight and work occasional weekends.
  • Thorough knowledge of PC-based and mainframe computer finance and administrative systems.
  • Exceptional time management skills, including the ability to adapt quickly to shifting priorities and prioritize multiple competing tasks in a fast-paced environment.
  • Excellent organization, teamwork, problem-solving, and communication (verbal and written) skills.
  • Demonstrated ability to provide effective customer service to people at all levels of the organization.
  • Ability to work and sustain attention with distractions and/or interruptions.
  • Possess project management, organizational, and planning skills are required with a keen attention to detail.


Preferred Qualifications:

  • Three (3) or more years supervisory experience.
  • Demonstrated experience with grants and contract budget development and administration.
  • Demonstrated knowledge of higher education business and finance policies and procedures.
  • Strong oral and written communications skills.
  • Thorough knowledge of PC-based and mainframe computer finance and administrative systems.
  • Advanced degree or professional accreditation in business or accounting administration or related field.
  • Budget and finance administrator experience in a comprehensive research university.
  • Thorough knowledge of budget management, projections, and reporting at college, university, or to external agencies.
  • Knowledge of Washington Administrative Codes and WSU Business Policies and Procedures.
