Job Description:
The Department of Health and Human Services (DHHS), Division of Children and Family Services is looking for a strategic partner for the position of Fraud Investigator. The successful candidate will participate in and support a culture where employees are highly motivated, energetic, excited, and enthusiastic working at DHHS.

Under limited supervision, this position conducts investigations on referrals and allegations of suspected client fraud in DHHS public assistance programs such as Supplemental Nutrition Assistance (SNAP), Aid to Dependent Children (ADC), Energy Assistance, Medicaid, etc. Investigations also include suspected provider fraud in the Child Care Subsidy program and suspected employee fraud. Investigators work with the public, DHHS staff other government agencies, and local and federal law enforcement agencies.

The ideal candidate will utilize investigatory skills to:

•Perform thorough review and audit of files, client records, employer, and financial documents among others.

•Conducting investigative interviews of witnesses, clients, DHHS program staff, and other third parties to collect information.

•Maintain case files and document all steps on investigation including detailed report writing.

•Determine the level of intent to defraud the agency and determine if the case will be referred for administrative hearing and/or criminal prosecution.

•Represent the agency at Intention Program Violation (IPV) Hearing and criminal court proceedings.

•Make referrals for overpayments of misused funds and support collection activities.

Hiring Wage: $20.780 per hour
Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM
Dress Attire: Business Casual
Driving Required

REQUIREMENTS:

Post high school coursework/training in: criminal justice, law, social work or criminal investigative methods.

OR

Experience in a social service agency with responsibility for eligibility determination in a variety of program areas.

OR

Experience performing investigation, auditing, research or information search activities, medical or service provider billing, claims adjustment review, or processing, service or payment authorization.

Preferred:

Current or prior law enforcement experience that includes investigative duties or training. Experience performing investigations, auditing, and preparing case evidence.

OTHER:

Valid Driver's License.

Knowledge, Skills, and Abilities

Ability to: obtain, record, and document information; learn and apply agency rules and procedures regarding fraud and abuse investigations; learn, interpret, and apply State and federal rules and regulations regarding abuse of social services programs; learn and operate social service computer programs and functions; interact with clients, employees and criminal justice authorities to conduct investigations and establish working relationships; communicate with others to relay and gather information; make decisions and take action in dealing with problems and situations within established guidelines; conduct and control interviews to obtain information from cooperative and uncooperative individuals; solve arithmetic problems; speak before groups to present technical information; prepare accurate and concise written reports; explain processes and procedures.

Knowledge of: Basic computer systems including Microsoft Word and Excel.
