Overview

SUMMARY

Bering Straits Native Corporation is currently seeking a Corporate Director of Safety (CDS) to manage company environmental, health and safety programs for Bering Straits and all of their subsidiaries. This high-level, broad-spectrum position is primarily responsible for advancing our corporate safety culture throughout the organization. Duties include promoting, educating, and ensuring compliance with health and safety requirements companywide on construction, environmental and service type projects. The CDS reports to the Director of Operations and works closely with the corporate team and subsidiaries to assure that the company's safety policies and procedures are understood and implemented. The CDS must be familiar with risk reduction and loss prevention techniques aimed at optimizing the company's performance and minimizing the cost of insurance. This position may oversee loss prevention in concurrent multiple or large projects encompassing several subcontractors. Travel is required. Work location is To Be Determined. In this role you will:
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Champion the launch of our fresh new safety program to over 1700 employees across the United States.
  • Develop, conduct, and hold accountable a system for providing periodic safety audits within all of the subsidiaries
  • Conduct all safety audits in partnership with the subsidiary teams
  • Provide immediate input, advice and direction to mitigate potentially hazardous conditions and assure compliance with OSHA and other regulatory requirements
  • Provide written report of field audits to superintendents
  • Follow-up with subsidiary teams to assure that all mitigating actions have been taken
  • Assure that subsidiary safety files & logs are maintained up to date
  • Provide support and technical advice to management/supervision teams on all safety matters
  • Plan and budget an annual corporate safety-training program.
  • Schedule and oversee logistics for specific training programs.
  • Conduct specific training programs.
  • Oversee the system to maintain accurate records of subsidiary safety-training certifications.
  • Maintains awareness of the employment recruiting program and provide leadership and assistance in recruiting efforts as appropriate.
  • Evaluates subsidiary safety professional performance via annual employee appraisals.
  • Facilitate health and safety training for Company staff, subcontractors, and any parties required to participate to ensure achievement of exceptional health & safety performance including developing training content and delivering course information
  • CDS will be required to interpret appropriate application(s) of all applicable rules and regulatory laws mandated by state, federal and local governments and corporate policies specified per company policy.
  • Conduct research of appropriate and applicable work practices and methods based on analyses of job and environmental conditions for exposed workers.
  • CDS is responsible for the safety and well-being of all workers within the company and property.
  • CDS is additionally responsible for legal and company compliance in accordance with law and policy.
  • CDS interacts with employees, public at large, clients, governmental employees, and sub- contractors to develop a positive working relationship
  • Serve as liaison for company with insurance broker(s) and carrier(s)
  • Develop and implement Safety Management Systems
  • Oversee the completion of Activity Hazard Analysis (AHA) preparation and acceptance
  • Author health and safety related documentation (reports, logs, records, and site specific risk mitigation plans), completing required information for contractual reports and client communications in a timely and accurate manner
  • Provide mentoring, direction, and subject matter expertise to Health & Safety Supervisors and/or other staff
  • Anticipate staffing needs and work with HR and Project Management to identify and hire Health / Safety personnel as needed
  • As requested, participate in employment interviews and make hiring recommendations Maintain and update Corporate Health / Safety procedures
  • Develop corporate safety policies
  • Help develop, review, comment and approve Job Specific Safety Plans and programs
  • Create and administer corporate safety incentives and awards programs
  • Assess on an on-going basis the opportunity to improve performance and lower incident occurrences
  • Coordinate record keeping requirements (e.g., Accident investigation reports, OSHA 300 log, Workers' Compensation reports)
  • Develop and manage a central location of all safety elements so that the company and its subsidiaries have access to them to use and implement.
  • Interface effectively with senior management, escalating issues appropriately and making recommendations regarding policy & procedure
  • Review of qualifications of subcontractors
  • Report health and safety incidents to the Company Incident Database
  • Enforce safety compliance while fostering an Incident and Injury free positive culture
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications

  • Required: CSP or CIH
  • Required bachelor's degree from an accredited college or university. Preferred disciplines include Occupational safety and health, Environmental safety and health management, Safety or environmental science or Engineering
  • Environmental Health Certification(s)
  • Secret or Top-Secret clearance
  • Military or police experience
  • 15+ years safety related experience
  • 5+ years' experience with environmental mitigation
  • 10+ years of US Army Corps of Engineers EM 385 1-1 experience
  • 5+ years' experience with overseeing and being responsible for multiple Divisions and/or multiple subsidiaries
  • OSHA 500 trainer, CPR/1st aid/AED/BBP trainer
  • Competent person trainer for: Fall Protection, scaffolding, confined space, and trenching/ excavation
  • Direct responsibility for contract compliance in government projects (NAVFAC, USACE, Army, AFCEE as well as current federal regulations)
  • Experience developing and implementing Safety Management Systems at a corporate level
    • Has served as a Corporate Safety Director
    • Experience developing corporate safety policies
    • Experience developing and maintaining Corporate and Site-Specific Safety Plans

  • Proven written and verbal communication abilities
  • Ability to work independently and as part of a team
  • Must be able to travel 25%+ of the time
  • Travel domestically and internationally to office and work site locations
  • Serve as a role model, mentor, and promoter of safety professional behavior
  • Competent in using Microsoft Office products, email systems, and Windows
Preferred
  • Master's degree from an accredited college or university. Preferred disciplines include Occupational safety and health, Environmental safety and health management, Safety or environmental science or Engineering
NECESSARY PHYSICAL REQUIREMENTS

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

The CDS regularly works on projects at a construction work site where the employee is exposed to moving mechanical parts, high precarious places; fumes or airborne particles; outside weather and risk of electric shock. The noise level in the work environment is usually moderate to very loud

SUPERVISORY RESPONSIBILITIES
  • Hires and supervises direct reports.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
