The Office of Equity and Community Health at MGH guides the institution in providing patient care, programs and services that meet the needs of a diverse patient population and works with community partners to address root causes of health inequities.

In November 2020, the MGH Office of Equity unveiled the Hospital's 10-point Structural Equity Plan. The goal of the plan is to address structural and overt racism within and outside the organization. The plan outlines 10 key strategic initiatives, along with tactical and operational components. Each initiative is accompanied by specific goals, key activities, resources, timelines, oversight, accountability, rigorous evaluation metrics and transparency.

The MGH Center for Community Health Improvement (CCHI), founded in 1995, has a strong track record of partnering with underserved communities to improve health, with a focus on the social determinants of health and equity. CCHI has approximately 90 staff focused on three major strategies at the community, population and individual levels in more than 35 diverse programs in Boston, Chelsea, and Revere. CCHI is responsible for conducting community health needs assessments of our local under-resourced communities every three years and developing strategic plans to address each community's identified issues.

MGH has filed with state and city agencies applications for approvals to build a major new inpatient building on its downtown Boston campus. Among those applications is one to the Massachusetts Department of Public Health for a Determination of Need (DoN). If approved, MGH will be required to set aside 5% of the "maximum capital expenditure" (total cost of the building) for Community Health Initiatives (CHI), 25% of which will go to a statewide fund. The remainder will stay with MGH to distribute to community-based organizations, according to comprehensive and detailed guidelines issued by MDPH. After accounting for administration and evaluation costs, about $61.9 million will be available for local community health improvement efforts over a 5 to 10-year period. MGH seeks a skilled community professional to manage this process.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

The Community Health Investment Manager will engage with community and hospital partners to effectively invest in community priorities and will act as the first point of contact both internally and externally on issues affecting investments. Work will follow both Determination of Need and Community Health Needs Assessment timelines and will require the position to:

  • Become deeply familiar with the MDPH CHI guidelines, and the priorities of the MGH

  • Community Health Needs Assessment and Implementation Plan.
  • Work with the MGH Community Advisory Board to design a process to obtain community input into the priorities of the CHI investments.
  • Also work with the Boston CHNA-CHIP Collaborative, the North Suffolk Public Health Collaborative and the Boston Conference of Teaching Hospitals Community Benefit Committee on collaborating to obtain community input, with the goal of shared investments.
  • Execute on the plan, collaborating with all of the above, plus community partners.
  • When priorities are identified, work with the MGH Allocation Committee to develop specific methods of investment including, but not limited to requests for proposals, invitations to bid, anchor investments, etc.
  • Manage and oversee all aspects of the funding process.
  • Mange and oversee all aspects of the awards process.
  • Monitor implementation, working with multiple teams across the department (finance, evaluation, communications, project management).
  • Manage regular reporting to MDPH.
  • Process may need to be repeated every 1-3 years based on funding and/or community health needs assessment requirements.


  • Qualifications
    SKILLS/ABILITIES/COMPETENCIES REQUIRED:

    • Must have a demonstrated commitment to affecting change in urban, low income, diverse communities.
    • Strong spokesperson for the hospital and the communities we serve around community health and community benefits both locally and nationally. Knowledge of the Boston healthcare and community landscape is a plus.
    • Knowledge of the Community Health Improvement process and the community health needs assessments and implementation plan requirements a plus.
    • Strong community engagement skills and ability to work within hospital as well.
    • Effective organization and strong, demonstrated project management skills combined with flexibility, attention to detail, and multi-tasking.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint) required.
    • Grantmaking experience preferred.
    • Must be highly organized and able to work independently.
    • Ability to work in a collaborative team environment and interact with all levels of hospital staff and community members a must.

    EDUCATION:

    Bachelor's degree required. Master's degree in public health or related field preferred.

    EXPERIENCE:

    7+ years of experience in public health, with strong public speaking and community engagement background, with a lens of diversity, equity, inclusion and addressing social determinants of health. Strong program management and facilitation skills necessary.

    Reports to and Collaborates with:

    Reports to Executive Director of CCHI; Collaborates with project manager for the CAB; community coalition staff; evaluation staff; financial team.

    FISCAL RESPONSIBILITY (if applicable): Indicate financial "scope" information, i.e.: size of budget, volume, revenue, etc.; Indicate total physician/non-physician FTE scope

    Partner with finance staff to manage grantmaking process and to monitor expenditures.

    WORKING CONDITIONS: Describe the conditions in which the work is performed.

    Will primarily be located in Boston, but will travel to Charlestown, Chelsea, Revere, Dorchester, Roxbury, Mattapan and other surrounding cities.
