Reporting directly to the President, the Chief Human Resources Officer (CHRO) is a valued member of Boise State's leadership team, responsible for developing a responsive, innovative, and collaborative human resources unit that recruits, compensates, retains and develops a highly talented and engaged workforce.

The CHRO will join a dynamic and forward-thinking leadership team committed to excellence and continually focused on change and improvement. The successful candidate is a forward and strategic thinker with a history implementing successful initiatives. The CHRO balances enterprise strategy with day-to-day operations. Key to success in this position is the ability to align faculty and staff human resources with the broader enterprise by providing leadership on HR strategies in a large, complex organization. The CHRO will supervise, manage, and develop an HR staff focused on creating a people-centered organization where talent is valued as a critical resource and Boise State is an employer of choice. The CHRO oversees the following HR functions: talent acquisition, career development, succession planning, retention, training, leadership development, employee relations, compensation, benefits, HRIS, and payroll.
Key Responsibilities:

  • Plan, implement, and oversee the process of establishing a clear strategic direction for HR that supports and advances Boise State's Blueprint for Success, the mission of the organization, and the long-term success of the university.
  • Develop and lead an HR team that uses a strategic, proactive, service-oriented, partnership approach to managing the university's workforce. The HR team will act as subject matter expert advisors to all constituents, delivering value through consulting, coaching, creative problem solving, and proactive interventions.
  • Function as a chief strategist to the president, executive team, and executive/senior management of each division on HR strategies, policy, and key organizational and management issues.
  • Develop innovative, efficient, and effective HR policies and programs that are focused on recruiting, retaining, engaging, and developing outstanding faculty and staff; draw on best and emerging practices in the field, from both other institutions of higher education and the private sector.
  • Develop strong working relationships with partners at state agencies (e.g., Division of Human Resources) and Idaho State Board of Education staff.
  • Establish consistent standards while allowing flexibility to meet the unique needs of different areas of the organization.
  • Develop comprehensive strategic recruiting and retention plans to meet the university's goals and objectives, while also working with the university's executive team to establish management/leadership succession plans.
  • Develop and oversee total compensation strategy, policies, structure, and philosophy, evaluation and promotional process, and equity structures to align with best practices.
  • Ensure compliance with appropriate policies and procedures and state and federal laws.
  • Fully leverages technology in the design and delivery of services and in the generation of management and data reporting. Work to develop an effective HRIS that links directly to, and clearly with, university financial systems and objectives.
  • Serve as an advisor to employee leadership and advisory bodies, (e.g.) Professional Staff Association, Association of Classified Employees.

  • Ability to work effectively and collaboratively with executive leadership, senior management, and faculty and staff, understanding the dynamics of a world-class academic environment and the relationship between business functions and the teaching and research mission of the university.
  • Skilled in providing leadership and direction for human resources services in a fast-paced environment of organizational change.
  • Knowledge and skill in analyzing organizational problems and determining effective forward-thinking management solutions, policy development, program management, and utilization of human resources.
  • Excellent strategic planning and operational management skills with the ability to translate vision and strategy into clear, actionable goals to drive change and innovation while balancing multiple priorities in a fast, high intensity environment.
  • Ability to effectively persuade and build consensus to negotiate complex issues across organizational and institutional lines among diverse constituencies.
  • Understanding of the principles, practices, methods, and techniques of strategic planning, forecasting and budgeting.
  • Outstanding analytical skills with the ability to effectively utilize data to inform program and operational design to strategically drive organizational changes.
  • Knowledgeable about the principles of process improvement, including best practices and techniques in collaboration, organizational effectiveness, etc.
  • Ability to think creatively, strategically, and analytically to identify issues and solve problems with the executive-level skill to develop effective enterprise solutions.
  • Ability to utilize technology and efficient/effective business practices to design and deliver services.
  • Excellent verbal, written and interpersonal communication skills, with ability to clearly communicate complex HR information to non-HR professionals at both the individual level and for broad public distribution.
  • Demonstrable ability to champion diversity, equity, and inclusion practices.
  • Knowledge of faculty recruitment, retention, and best practices in faculty relations.
  • Knowledge of current federal and state laws, statutes, regulations, policies, and directives pertaining to human resources management and administration.
  • Knowledge of leadership and management principles, practices, and techniques.
  • Knowledge of and experience with human resource information systems.
  • A demonstrated history of building a strong, cohesive team that excels in service and support.
  • Demonstrated success in a service focused environment and commitment to employee engagement.
  • A strong commitment to service and personal accountability
Minimum Qualifications:
  • Bachelor's Degree, AND
  • Ten (10) years of progressively responsible professional experience in human resources management, which includes six (6) years in a senior leadership capacity in a large, complex, organization with different categories of employees.
Preferred Qualifications:
  • Juris doctorate or related terminal degree.
  • Experience in higher education human resources.
  • Recognized HR credential (e.g. PHR, SPHR, or SHRM-CP), or SHRM-SCP.
  • Experience with Oracle-based human resources information systems strongly preferred.
  • Experience working with legislators, agency heads and boards of directors.
