The Associate Budget Director is responsible for various accounting and business operation duties within the Provost's Budget Office (PBO). This role provides budgetary and fiscal management supporting effective utilization of financial resources for the Academic Affairs Division. This role is responsible for detailed tracking, analysis, general accounting and financial management of division activities. Responsible for annual budget preparation, year-end close process, and faculty and staff position management. This role collaborates with administrative and academic units in maintaining operating budgets, identifying potential budget issues and providing recommendations for corrective action. The Associate Budget Director will serve as the department lead in the absence of the Budget Director.

Responsibilities and Duties

  • Manage daily general ledger activities, complete monthly reconciliation reports, process budget transfers and journal entries, review and approve budget revisions and faculty and staff position requisitions. Respond to questions and inquiries directed to the PBO from Administration and Finance and varied Academic Affairs units. Conduct training provided by the PBO.
  • Oversee the daily operations of the online faculty payment systems FACS and Faculty Additional Compensation. Review reports for accuracy of information entered in the system by contract initiators. Approve/reject contracts accordingly. Oversee user security for both systems, updating changes in staffing and roles as they occur. Responsible for addressing system problems presented by users and working with the Office of Technology Services to troubleshoot and resolve issues. Run enrollment reports to calculate Summer and Minimester pay and approve contracts ready for further processing. It is the responsibility of the Associate Budget Director to follow up on a regular basis to calculate, approve and process contracts submitted after initial approvals.
  • Oversee Towson Learning Network (TLN)/Off-campus fiscal operations. Coordinate with the TLN/Off-Campus Office and the Student & University Billing Office the fee structure for closed contract courses. Prepare semester reports used for external invoicing. Provide direction and follow-up with the TLN Off-Campus office for invoices to external agencies for closed contract courses. Oversee the monthly reconciliation of departmental reports associated with the TLN/Off-Campus operations. Prepare roll-up reports of off campus activity.
  • Provide guidance to all administrative and academic units in maintaining operating budgets. Review monthly budget status reports for the Academic Affairs division and notify departments of potential budget issues. Work in conjunction with the University Budget Office in resolving departmental budgetary issues. Review self-support budget amendments for accuracy and appropriateness.
  • Responsible for preparing Academic Affairs' self-support budget package for the annual budget renewal process. This involves gathering information from the previous and current fiscal years to determine appropriate budget. Assist with fiscal year-end close as well as finalizing the budget for the new fiscal year.
  • Responsible for updating and reconciling the staff and faculty Access databases maintained by PBO. This involves updating for vacancies and new hires as they occur and reconciling to the Office of Human Resources and University Budget Office. Review and approve staff and faculty search and appointment requests via Taleo and DocuSign systems; verify budget is available.
  • Assist the Budget Director with the annual faculty contract renewal process. Review new faculty contracts for accuracy.
  • Take the lead on special projects assigned by the Budget Director. Act on behalf of the Budget Director in the director's absence.

Qualifications and Skills

Required:

  • Bachelor's degree
  • Three years of financial and budget management experience.
  • Experience with accounting/financial systems
  • Proficiency in Microsoft Office Suite (Excel, Access, Outlook, Word, PowerPoint).
  • The ability to extract, research, analyze and interpret information from the Office of Human Resources and Stratus financial system.
  • The ability to draw conclusions from extracted data and present findings in a logical, concise manner to deans, directors, chairs, faculty and staff.
  • The ability to prepare detailed reports.
  • The ability to coordinate projects independently and work constructively as part of a team.

Preferred:

  • Degree in Business Administration, concentration in Accounting.
  • At least three years of experience working in higher education.

Salary and Benefits

Targeted Hiring Range is $86,000 - $91,000 and full University benefits that include 22 days of annual leave, up to 15 holidays, personal and sick days; excellent health, life, and retirement plans; and tuition remission.
