Project Overview:

The purpose of the services to be acquired is to:

1) Develop a modern Interagency Edison System (iEdison) that meets the Bayh-Dole Act, its implementing regulations 37 CFR Part 401, IT security and functional requirements.

a. transition iEdison hosting environment from NIH to NIST.

b. migrate existing invention, patent, utilization records and documents to the NIST environment for access, search and reporting.

c. migrate existing agency and institution profiles as well as user accounts with permission to the NIST environment to establish profile management, authentication and authorization.

d. verify the existing data to ensure integrity and accessibility.

e. establish a robust hosting environment using AWS services.

2) Redesign iEdison homepage to modernize the look and display of information.

3) Modernize iEdison system in following areas:

a. Ensure Bayh-Dole Act and its implementing regulations 37 CFR Part 401 requirements are fully met and enforced as necessary.

b. Enhance overall system security to better protect sensitive data and users' information.

c. Ability to control data access using role management to ensure least privilege and least access is enforced.

d. Integrate with GSA login.gov to reduce operational support for account management and improve overall security through the implementation of 2-factor authentication.

e. Implement an enhanced notification system to improve communication.

f. Integrate with sams.gov and other API services to automate and streamline profile creation, review and approval process.

g. Redesign the user interfaces to improve usability and accessibility.

h. Implement predefined report capabilities to allow users to set filters and retrieve reports.

Primary Responsibilities:

• Create and document automated and manual test plans and procedures, execute tests, analyze results, and report on test problems and anomalies (document bugs)

• Perform software testing in all phases of the design-develop-test-release-maintain software life cycle

• Understand various development methodologies, such as Agile and Scrum, and software testing platforms or environments

• Possess thorough knowledge of several testing tools

Required Skills & Qualification:

• Selenium testing framework

• Ability to communicate clearly, concisely and concretely in writing and verbally.

Require Education/Experience:

Minimum of 3+ years of hands-on testing web and RESTful applications to include:

6. UI & Compatibility Testing

7. Data Interface & Migration Testing
